What you'll do and what you'll bring: Position Function: The Manager of Payroll Operations will be responsible for administering University pay and time off polices, oversee payroll deduction processes, ensure accurate and timely payroll processes, ensure compliance with all federal and state regulations, maintain payroll systems and standard operating procedures, develop test plans, provide payroll communication, conduct payroll presentations and training sessions as needed, provide exemplary customer service and resolve employee payroll issues, serve as a liaison for various departments across campus and supervise the Payroll Specialist positions. This position will also oversee the departmental interfaces, JVs, and JAGGAER as well as projects related to our process improvement initiatives. Collaborate with the Director of Payroll Operations on project timeline and deadlines. Duties and Responsibilities: 1. Provide the daily managerial oversight of the Payroll Operations including the Payroll Specialists. Ensure accuracy, timeliness and compliance with federal and state regulations for all payrolls processed by the Payroll Specialists. Ensure University policies are appropriately administered and all standard operating procedures are developed correctly and kept current. Investigate and resolve payroll issues. Provide exemplary customer service. 2. Support operational functions of the department including table maintenance, corrections to payroll feed errors, assist with entry and/or approval of journal vouchers, approve JAGGAER requisitions, balance and submit tax files to ADP timely, retiree billing process, troubleshoot FMB positive pay issues, and monitor audit reports for data system integrity. Implement quality control measures, including documenting and reviewing payrolls to adhere to payroll operations procedures by conducting periodic audits to ensure accurate data is maintained and processes are followed. 3. Maintain a complete understanding of all pay policies, their associated employment classifications, and processes for each pay cycle. Demonstrate in-depth knowledge of all systems associated with the payroll process including Workday, ADP Smart Compliance, First Merchants Bank, and Argos. Review, analyze, and utilize sound judgment to maintain payroll processes including payroll table set up and maintenance as needed throughout the year. 4. Test HR department system upgrades and patches. Maintain system knowledge and experience by performing various job functions within the test environments throughout the year. Independently manage process improvement projects, assign workload, track progress, identify and remove roadblocks, and complete various tasks as necessary to ensure on-time project completion. Document new and/or changed procedures, create training materials, and conduct training sessions as needed. Ensure all procedural documentation is current. 5. Provide support to the Director of Payroll Operations with capturing and responding to escalated payroll issues from internal and external customers; liaise with the Payroll Accountant to troubleshoot payroll reconciliation discrepancies; liaise with governmental agencies, vendors, auditors, and other entities regarding reports, payroll issues or other related payroll policies and procedures. 6. Identify process improvement initiatives and define standards for new processes; review, follow, and provide input to payroll team objectives including ideas, solutions, and tools to increase the effectiveness and efficiency of payroll operations. Create and run bi-weekly/monthly summary payroll reports that will be used by various departmental areas for assorted analytics, informational, and troubleshooting needs. Examine and verify payroll related data/reports for accuracy and consistency. 7. Act as a backup for team members for vacation purposes and/or high-volume work efforts. Run payroll processes on a regular basis in a test environment to maintain knowledge of processes, to assist with testing of system patches and upgrades, and work on projects as assigned. 8. Act as a liaison between Payroll and other departments across campus and respond to escalated payroll issues from internal and external customers. Collaborate with other university areas such as Student Financial Aid Office, Career Center, Graduate School, Accounting, and People and Culture Services. 9. Perform other related duties as assigned. Minimum Qualifications: Bachelor's degree from an accredited institution in accounting, business/office administration, office technology, or related field or an equivalent combination of education and experience. One through three years of related experience in payroll and time tracking or related position; supervisory experience. Excellent written and oral communication skills; proficiency with electronic computer systems and Microsoft Excel; strong customer service skills; team player that fosters a positive work environment. Preferred Qualifications: Bachelor's degree. Additional years of related experience in payroll or related position. Experience with Workday, or ADP SmartCompliance as well as knowledge of federal and state regulations including IRS and FLSA.
