Overview

The Director, Head of Global Trade Compliance and Strategy is a key supply chain leader responsible for designing, implementing, and overseeing the company's global trade compliance program while shaping trade-related strategy to support growth, resilience, and innovation. This role ensures full compliance with international trade regulations while enabling efficient, ethical, and scalable global operations across R&D, manufacturing, and commercial activities. This role will set the global trade policy and strategy direction, drive proactive regulatory engagement, and partner with senior and executive leadership across Supply Chain, Commercial, Legal, Finance, Tax, Regulatory, and Quality to align trade compliance strategies with business growth.

The Director will lead a team of Trade Compliance professionals who represent Alnylam with relevant regulatory authorities, ensuring the company's operations meet all applicable import, export, customs, and sanctions regulations.

Key Responsibilities

Global Trade Compliance Program Leadership

  • Own and continuously enhance Alnylam's global trade compliance framework, including import/export policies, standards, and procedures aligned with U.S. CBP, OFAC, DEA, FDA, and relevant international agencies and programs (EU, UK, JP, etc).
  • Maintain the governance model for global trade compliance, including oversight of risk assessment, monitoring, and executive-level reporting.
  • Ensure robust internal controls for classification, valuation, licensing, and documentation are in place across R&D, clinical, and commercial supply chains.
  • Engage with regulatory authorities to proactively influence evolving policy and clarify expectations impacting Alnylam's operations and global trade strategy.

Strategic Governance, Oversight, and Monitoring

  • Partner with senior leaders across Global Supply Chain, Manufacturing, Tax, and Finance to embed compliance strategy into network design, sourcing, and product launch plans.
  • Collaborate with Legal, Policy, and Compliance teams to influence Alnylam's positions on global trade and regulatory policy.
  • Analyze and implement tariff mitigation and duty optimization strategies, including First Sale for Export, duty drawback, and Foreign Trade Zones (FTZs), to enhance supply chain efficiency and reduce costs.
  • Monitor international regulatory and geopolitical developments; Advise senior leadership regularly, providing strategic insights, business impacts, risk assessments, and recommendations that shape enterprise-level decision-making.
  • Establish KPIs to measure compliance performance, identify emerging risk, and drive continuous improvement across the team.
  • Support due diligence, onboarding, and qualification requirements for Logistics Service Providers (LSPs) as it relates to Trade Compliance, including compliance certifications, internal controls, and screening capabilities.
  • Establish programs to ensure LSPs adhere to company trade policies related to export controls, sanctions, restricted party screening, customs valuation, classification, and country-of-origin determination.

People Leadership

  • Lead and develop a global team of trade compliance professionals and regional specialists.
  • Build organizational capability through targeted training, knowledge sharing, and cross-functional engagement.
  • Communicate compliance priorities clearly across all levels of the organization, driving a culture of accountability.

Systems, Tools, and Continuous Improvement

  • Partner with IT and Logistics to enable process deployment for global trade compliance operations, including supporting systems (i.e. SAP).
  • Lead global process harmonization, technology enablement such as global trade management systems, and benchmarking initiatives to enhance program efficiency and scalability.

Qualifications

  • Bachelor's degree with extensive related experience required; Master's or law degree is desirable.
  • Minimum 10 years of experience in international trade compliance, including 5+ years leading global operations in a regulated industry (pharmaceutical, biotech, or life sciences preferred).
  • Deep expertise in U.S. import/export regulations (CBP, EAR, OFAC, FDA, DEA) and global trade frameworks (EU, UK, APAC).
  • Experience in customs valuation planning, especially in supply and value chains involving IP, intercompany transactions, and other complex commercial arrangements like license and royalty agreements.
  • Previous collaboration with Tax, Legal, and accounting, finance groups to manage customs valuation planning is a plus, as is experience managing customs valuation for non-commercial goods (ex. clinical trial materials, research samples, unsold WIP).
  • Proven success engaging with regulators and government agencies to shape or influence trade compliance policy outcomes.
  • Demonstrated ability to brief, influence, and align senior leaders on complex regulatory and risk management topics.
  • Licensed Customs Broker (LCB) certification is desirable.
  • Exceptional leadership, communication, and stakeholder management skills, with executive presence and comfort presenting to executive level leaders.

U.S. Pay Range

$192,400.00 - $260,400.00

The pay range reflects the full-time base salary range we expect to pay for this role at the time of posting. Base pay will be determined based on a number of factors including, but not limited to, relevant experience, skills, and education. This role is eligible for an annual short-term incentive award (e.g., bonus or sales incentive) and an annual long-term incentive award (e.g., equity).
