JRAD is seeking candidates to support the Director of Air Force Civil Engineers, AF/A4C. This is a hybrid position based out of Arlington, VA (Pentagon). Fully remote may be considered.

Description:

JRAD is recruiting a highly qualified Subject Matter Expert to provide high-level technical and policy support to the Department of the Air Force in Expeditionary Engineering, Civil Engineer (CE) readiness, and Joint Doctrine integration. This position requires deep experience in Air Force policy, doctrine development, and strategic program support, working under AF/A4C program management.

Responsibilities:

  • Develop, coordinate, and maintain DAF and Joint Doctrine, policies, and governance documentation relevant to Expeditionary Engineering and CE capabilities.
  • Support AF/A4C with expert-level input on doctrine and guidance development, ensuring alignment across MAJCOMs, AFCEC, AFIMSC, and Joint Staff.
  • Participate in high-level forums, panels, and working groups to deliver meeting materials (e.g., slides, after-action reports, briefings) and present technical insights to senior stakeholders.
  • Analyze proposed strategic plans, concepts of operation, and policy changes; provide formal recommendations and impact assessments to Government representatives.
  • Develop strategic documents, staff packages, and publications, including white papers, bullet background papers, and technical reports.
  • Review and recommend updates to Unit Type Codes (UTCs), Engineer Force Laydown (EFL), and readiness products based on Global Force Management (GFM) and operational requirements.
  • Support readiness analysis and civil engineer laydown strategy development in coordination with HAF, SAF, LeMay Center, and other key organizations.
  • Assist in creating and validating exercise and training programs to enhance engineer force capabilities for peacetime and wartime contingencies.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Policy, National Security, or a related technical discipline (Master's preferred).
  • Minimum of 15 years of relevant experience in Expeditionary Engineering and Civil Engineer operations, including GFM policy and strategic planning.
  • Demonstrated experience supporting senior defense leadership with doctrine and policy development.
  • Strong understanding of DAF corporate processes, programs, and interagency coordination mechanisms.
  • Proficient in readiness tools such as ARIS, DRRS, TPFDD, and MILPDS.
