Purpose

Manage and direct procurement efforts for the Texas Institute for Electronics (TIE). Oversee the Procurement process within TIE for a wide variety of purchasing requests, from multi-million-dollar semiconductor equipment to consumables.

Responsibilities
  • Direct and oversee the Procurement team, providing leadership and direction for purchasing and all related activities. Manage work assignments and workflow to ensure a timely response to requests and the highest level of service and productivity. Ensure compliance with all applicable university, local, state, and federal policies, procedures, and laws. Maintain records in compliance with university retention policies.

  • Manage and track active contracts and purchase orders on an ongoing basis, monitoring compliance with contract requirements, contract expenditures, and contract renewal. Responsible for managing renewals, amendments, change orders, and closeout documentation. Responsible for entering agreements and contracts into university system and collaborating with central business contracts office.

  • Provide expert guidance and consultation to all areas, including internal and external constituents, regarding procurement, opportunities, and budget planning.

  • Oversight of bid solicitation and evaluation and purchase requisitions or orders. Manage transportation logistics of varying degrees of complexity related to equipment purchases.

  • Work closely with all the necessary functional organizations to ensure that activities across all areas are coordinated and optimized.

  • Provide procurement status reports to TIE leadership including advising on procurement issues impacting operations well in advance of execution. Collaborate with leadership to implement strategic goals.

Required Qualifications
  • Five years of procurement experience; seven years of experience in the preparation of contracts and related documents.

  • One year of experience with the State of Texas procurement process.

  • Experience negotiating contracts and solicitations.

  • Excellent communication, collaboration, and organizational skills

  • Ability to manage multiple time-sensitive activities in a complex environment.

  • Working knowledge of contract documents (plans, specifications).

  • Proficiency in using Microsoft applications.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Bachelor's degree with coursework in contract management or a related field.

  • Five or more years of experience in the procurement of contracts that include a competitive solicitation process.

  • Experience in the semiconductor industry and engineering and research processes.

  • Highly proficient in using Microsoft applications and eProcurement software.

  • One or more years of procurement experience in major capital equipment purchases exceeding $1M or more.

  • Advanced Word skills including merging, formatting styles, templates, and linking Excel workbooks.

  • Professional certification in procurement and/or contracting.

  • Experience negotiating construction and specialized high-value equipment.

Salary Range

$125,000 + depending on qualifications

Working Conditions
  • May work around standard office conditions.

  • Repetitive use of a keyboard at a workstation.

  • Use of manual dexterity (ex: using a mouse)

Work Shift
  • Standard work schedule is Monday - Friday, 8:00 a.m. - 5:00 p.m.

  • Flexible schedulemay be allowed.

  • Periodic work outside of normal business hours, to include evenings and weekends, may be required on a periodic basis.
