How your work would contribute to our organization and the Twin Cities region:

The Associate Data Management Analyst is responsible for assisting Rail Operations, the Business System Analyst, the maintenance management team, and the analysis department with analyzing ridership maintenance, on-time performance, and other rail operations data. This position will also be responsible for the monthly and annual federal reporting of rail information and statistics to the National Transit Database Program.

NOTE: This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.


What you would do in this job

  • Collects, validates, and analyzes data interpreting ridership, maintenance, and other data.
  • Assists Rail Operations Team by performing analysis of rail data.
  • Gathers, analyzes and summarizes ridership/maintenance/on-time performing /running time data from various sources to help determine the need for modifications.
  • Proposes changes in one or more of the following: frequency, running time. changes, operations or maintenance for Rail management team to review.
  • Provides subject matter knowledge and assistance to Rail Operations team in managing the workflow of analysis projects within the department.
  • Evaluates and responds to issues, investigates failures, and cleans data.
  • Lead daily team meeting to collect and aggregate daily rail operational performance for National Transit Database Reporting and Key Performance Indicator training.
  • Provides on-going analysis of performance before and after evaluation of changes.
  • Attends staff and other departmental meetings and assists in special projects as needed, Annual Service Plan Budget, National Transit Database Reporting, and KPI (Key Performance Indicator) reporting.
  • Other duties as assigned.

What education and experience are required for this job (minimum qualifications)

A bachelor's degree in Management Information Systems (MIS), economics, statistics, computer science, mathematics or related field AND one (1) year of work experience in business analysis and/or data collection.

OR

An associate degree in Management Information Systems (MIS), economics, statistics, computer science, mathematics or related field AND three (3) years of work experience in business analysis and/or data collection.

OR

A high school diploma / GED AND five (5) years of work experience in business analysis and/or data collection.

What additional skills and experience would be helpful in this job (desired qualifications):

  • A bachelor's degree in Management Information Systems (MIS), economics, statistics, computer science, and/or mathematics.
  • Experience in budget and database reporting.
  • Experience in Microsoft Applications (Access, Excel, Power BI and PowerPoint).
  • Experience in a statistical analysis package (SAS, SPSS, R, Minitab, etc.).
  • Ability to promote and support an equitable, positive, and respectful work environment that values cultural diversity among all employees.

What knowledge, skills, and abilities you should have within the first six months on the job:
  • Knowledge of data collection, cleaning, and analysis.
  • Knowledge of rail and bus transit systems operations principles and practices.
  • Basic skill level in applied mathematics and statistics.
  • Basic skill level in Microsoft Access.
  • Intermediate skill level in Microsoft Excel.
  • Basic skill level in Microsoft PowerPoint.
  • Basic skill level in Microsoft Power BI.
  • Basic skill level in a statistical analysis package (SAS, SPSS, R, Minitab, etc.)
  • Ability to write summary reports.
  • Ability to utilize basic statistical methods to analyze data, identify trends, and determine root causes of failures (Examples: regression analysis and descriptive statistics).

What your work environment will be:

Most of work time is performed in a standard office setting. Travel to various locations in the nine county metropolitan areas will be required.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
