Description

The Associate Director of Transportation is responsible for overseeing the Colleges Fleet of Vans and general Shuttle service operations and their comprehensive components to enhance the learning opportunities offered by the college: scheduling, communication, safety training, fleet management, driver pool management, social networking, data compilation and analyses, community collaboration, parental inquiries, and developing students. Primary duties include program planning and management. This position plans, coordinates and ensures customer services are provided in an efficient and professional manner. Must possess strong knowledge of all Transportation and Fleet Services policies and procedures and understand how to apply them when determining how to serve customers and resolving customer issues. Expected to work independently with minimal guidance and take initiative to improve service and/or resolve issues in an appropriate manner. Must ensure there is a high priority on customer service and adhering to established policies and procedures.

Major Area of Responsibilities
  • Interact with faculty and students to ensure their transportation requirements are met and they comply with transportation and safety policies procedures. Must embrace the college goal to enhance the student experience. Interact with various departments' campus wide to establish and maintain an efficient and effective transportation/fleet management process. Coordinate across all Holy Cross departments to set vehicle utilization priorities. This includes the Alumni Association, Advancement, Admissions, Facilities, Nativity School, and Human Resources among others
  • Responsible for all personnel management to include recruiting, hiring, training, scheduling and development of part-time drivers and addressing/resolving issues. Oversee the supervision of shuttle drivers to ensure on-time routing and professional service. Ensure all drivers are properly licensed, trained and in compliance with all state, federal and College requirements for employment (may include CORl background checks, national criminal background check, national sex offender check, DMV driver history checks, pre and post hire drug and alcohol testing).
  • Administer and manage the driver certification process for all HC students, faculty and staff who are authorized to drive for Holy Cross-related business. Enter and track all driver's license records checks, and ensure all required online driver training and any required road assessments are completed and current.
  • Review and update the College policy related to transportation.
  • Conceive, develop, and implement innovative and creative solutions to achieve continuously improved services. Use skill to drive and change culture in an evolving organization.
  • Employ sustainability disciplines as related to transportation, parking and van/car services as well as knowledge of industry best practices.
  • Maintain contact and relationships with authorized 3rd party transportation vendors.
  • Responsible for reviewing transportation patterns and working with applicable constituents to fully utilize the capacity of the vehicles and looking at alternative routes, schedules and sequences to maximize usage.
  • Liaison with the Worcester Regional Transit Authority as appropriate.
  • Oversight of the van operations to support Field Trip transportation requirements. Assess college needs for transportation options.
  • Investigate accidents/complaints regarding fleet operation.
  • Responsible for the budget and cost reduction in the day to day operations through continuous improvement and possible consolidation and use of other services. Advising departments on transportation options I costs
  • Administration of Holy Cross student, faculty, staff driver training and certification and van usage statistics and policy compliance, including GPS driver behavior metrics.
  • Supervision of Driver Supervisor and work-study student employees. Ensure safety and work standards are being met. Ensures that all drivers are properly licensed, trained and in compliance with legal requirements.
  • Manage all fleet maintenance including exit strategy for obsolete vehicles. Coordinate with the motor pool to ensure all vehicles are properly maintained and safe to operate. Provide vehicle reports/mileages to provide helpful data. Replace aging vehicles. Maintenance, scheduling and utilization of all college vans. Van replacement management for aging, outdated vehicles. Responsible for a preventive maintenance schedule for all vehicles. Manage leases for leased vehicles.
  • Serve as primary person to ensure proper communication with the campus community. To include serving as a liaison to other departments and outside contacts to provide education of services. Developing and implementing programs to help explain what services are available and how to obtain them. Ensure appropriate and efficient communication to include but not limited to: availability of or changes to services, permit sales, impact of maintenance or weather on services, appeal responses, etc.
  • Be knowledgeable about all aspects of college transportation including ZIP car, Consortium, State DOT and Public Transportation programs.
  • Administer and manage parking permit sales and distribution according to HC policy. Ensure all supplies are ordered and maintained in a timely fashion.
  • Manage parking ticket data entry to ensure accuracy. Prepare weekly reports of parking ticket fines for the Bursar or Payroll for collection.
  • Provide Public Safety with parking citation data related to towing, parking enforcement guidelines, officer training, and parking space logistics and improvements.
  • Maintain accurate inventory of parking spaces on campus, including student, faculty/staff, specially assigned spaces, visitors, HP spaces, etc.
  • Oversee the Appeals Review committee to ensure parking tickets appealed weekly are reviewed and the decision is documented in a timely manner.
  • Other duties as assigned
Minimum Qualifications
  • Minimum of 3 years' management experience (preferably in the transportation field) of at least 10 employees.
  • Proficiency in Microsoft Office Suite, Google Docs and Google Drive
