The anticipated salary range for this role is between $204,000.00and $225,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. The role may also be eligible for an annual discretionary incentive award. In addition to cash compensation, SMBC offers a competitive portfolio of benefits to its employees.

Role Description

SMBC is seeking the Head of Regulatory and Accounting Policy for SMBC NY Branch, SMBC Americas Holdings, Inc. and its U.S. subsidiaries (including a broker dealer, lessor entities, swap dealer, commercial bank, etc.)

Responsible for providing advice and issuing policy guidelines on technical accounting and regulatory issues for New York Branch, Cayman Branch, Bank Holding Company and its subsidiaries.

Leading research related to existing guidance, tracking emerging accounting and regulatory guidance, implementing new accounting standards and regulatory rule guidance, supporting discussion of local accounting and regulatory policy issues with internal /external auditors, as well as reviewing financial statements / regulatory filings and disclosures for subsidiaries.

Reporting to the MD/GM, Controllers Dept Head, this position is responsible for overseeing a team that does research, analyses, writing, and dissemination of information in accordance with prescribed IFRS, U.S. GAAP and U.S. Basel rules.Position is fully knowledgeable on typical transactions and expect to be able to provide guidance on very complex transactions or issues.

Primary focus is overseeing the delivery of defined outputs, while at the same time leading the Policy Group to be an integral part of the company and provide essential support in growing the business.Management responsibilities for a team will be part of the position.

Role Objectives: Responsibilities
  • Supervise the Accounting Policy and Regulatory Policy functions
  • Provide technical accounting / regulatory guidance on new productsand complex transactions
  • Partner with the business and help assess impact of planned strategies
  • Lead the bank's assessment of the impact(s) of emerging standards and regulatory rule makings as well as the adoption of new accounting standards and regulatory rules
  • Maintain and update U.S. GAAP & IFRS accounting policies and U.S. Basel regulatory policies
  • Support both the internal, external auditors and regulatory bodies in their audit/examination of the Bank's technical accounting and regulatory policies and positions
  • Partner with and support the controllers' group with the preparation of their annual reports and regulatory filings
  • Lead or assist with other special/ad hoc projects, as and when needed
  • Lead the internal technical accounting and regulatory policy training
  • Representing SMBC at industry meetings / conferences
Qualifications and Skills
  • CPA (or equivalent), with at least 20 years of public and private accounting experience in financial services with at least 10years of technical accounting / regulatory policy experience (accounting advisory or on call experience is preferred) and expertise of U.S. GAAP / U.S. Basel rules and knowledge of IFRS (Japanese GAAP is a plus but not required)
  • A minimum of 5 years in a leadership position as the head of the accounting/regulatory policy
  • Technical expertise on investment securities, loans, credit losses, consolidations, derivatives, transfer of financial assets, guarantees, revenue recognition, leasing and fair value
  • Extensive knowledge of Basel III and IV
  • Excellent verbal, interpersonal, and written communication skills
  • Strong analytical, problem-solving, and decision-making capabilities
  • Ability to make decisions quickly, provide clarity to senior leaders, use independent judgment, establish priorities, and work effectively on multiple initiatives concurrently
  • Ability for developing solutions within the boundaries of regulatory agencies and corporate infrastructure standards
