Position Summary:
At the discretion of the Director, the
Procurement Specialist will provide duties including technical assistance and
procurement counseling to New Jersey-based businesses. Instruct and guide
clients on Federal, state and/or local government regulations and processes.
Proactively increase personal knowledge base and professional development by
enrolling in, completing, and maintaining NJIT APEX Accelerator Director
approved training and certifications provided by DoD, APTAC, SBA, NCMA, DCMA,
DLA, MEP, and other authorized and relevant resource organizations.

Essential Functions:
-Independently
consult with potential and existing business owners; assess and analyze
procurement related business needs; assist in researching, planning, and
problem solving the full range of issues related to doing business with
government agencies and government prime contractors; provide expertise and
assistance in understanding Federal Acquisition Regulation (FAR), Defense
Federal Acquisition Regulation Supplement (DFARS), and related
procurement/contracting regulations.

Accomplish technical assistance milestone objectives and maintain client
progress portfolio according to established policy and procedures.

Serve as a liaison between the assigned program and internal and external
stakeholders; maintain positive and productive relationships with
organizations, businesses, individual partners, and other contacted in
performing assigned functions.

Conduct in-depth research and provide technical assistance to clients; serve
as a technical advisor on complex contracting topics; assisting with
responding to and submitting bids/proposals, analyze client needs and assess
the effectiveness of client action plans.
- Conduct market research;
recommend marketing strategies/tactics for clients.

Additional Functions:
-Assist
clients in defining product profile categories, in developing capability
statements for the public and private sectors, and identifying potential
buyers and procurement opportunities.
-
Utilize strategies to acquire business clients that includes using
traditional and web-based communications tools such as social media and email
marketing campaigns coordinate, and conduct outreach activities that include
developing collaborations with public agencies, prime contractors,
industry/business associations, and other organizations.

Proactively encourage clients to update their respective company profiles on
government and government prime portals including SAM, DSBS, and NJIT APEX
Accelerator's database to increase chances of matching to viable resources
and procurement opportunities.
- Record detailed notes of
all client interactions in NJIT APEX Accelerator's customer relationship
management system. Notes shall include counseling and prep time, type of
interaction (Phone, email, on-site, etc.), and detailed notes of interaction.
Update client profiles in NJIT APEX Accelerator's database as needed.

Assist Veterans with veteran related procurement matters.

Perform related duties and responsibilities as required and approved by the
NJIT APEX Accelerator Director.

Deliver, and if qualified design, training and presentations on topics
including government registrations, small business certifications, marketing
to government agencies and government prime contractors, submitting
bids/proposals, contract management, and other procurement related issues.
Represent NJIT APEX Accelerator at business events and conference, administer
training, and speak at public forums.
- Perform related duties and
responsibilities as required and approved by NJIT APEX Accelerator Director.

Prerequisite Qualifications:
-
Bachelor's degree is required.
-
Minimum two years of related work experience required.
-
Subscribe to, attend, and complete training toward the goal of acquiring and
maintaining certification from the Association of Procurement Technical
Assistance Centers (APTAC) as a Certified Procurement Professional (CPP)
certification.

Enroll in, attend and complete DLA training and certifications, as applicable
or when designated by Director.
-
Enroll in and complete NJIT APEX Accelerator Director approved ongoing training
to acquire advanced SBIR and STTR knowledge and expertise.
- Travel throughout New Jersey,
as well as to out-of-state training and events is required.
-At the university's discretion, the
education and experience prerequisites may be exempted where the candidate can
demonstrate to the satisfaction of the university, an equivalent combination of
education and experience specifically preparing the candidate for success in
the position.

Preferred Qualifications:
-
Extensive knowledge of the
methods and procedures used in government contracting, including compliance
with Federal Acquisition Regulation (FAR), Defense Federal
Acquisition
Regulation Supplement (DFARS), and other state and local contracting
regulations. Accounting system requirements including web-based systems for
electronic invoicing, receipt, and acceptance including Wide Area Work Flow
(WAWF) system. Internet bid and procurement systems.
- The Department of
Defense Mentor-Protege Program (MPP) and similar government programs.
- Working knowledge of Federal
databases containing federal contract data such as System for Award
Management (SAM), Dynamic Small Business Search (DSBS), and others.
