Job Description

Job Overview: The Senior Workforce Specialist is responsible for designing and launching a high-quality apprenticeship program for refugee professionals interested in public health. To accomplish this goal, the Senior Workforce Preparation Specialist will collaborate with IRC Sacramento's existing refugee career development and workforce programs. Critical components of this role include strategic partnership development alongside the delivery of strong client services.

Major Responsibilities:

Apprenticeship Development

  • Partner with employers in the public health field including healthcare facilities and county health officials to develop a high-quality apprenticeship with core components including on-the-job learning, job-related instruction, mentorship, and paid wages for participants
  • Coordinate with IRC staff as well as industry partners to develop curricula informed by current industry needs
  • Meet key standards and compliance measures leading to statewide apprenticeship program registration

Client Services

  • Outreach to previous IRC career development refugee clients to conduct eligibility and suitability assessments and enrollment
  • Provide full case management to participating clients including career coaching, regular check-ins, career mapping, and the provision of wrap-around services as necessary
  • Regularly follow-up with clients once placed in apprenticeships to ensure retention, job placement, and identify further areas of development
  • Use internal databases as assigned to track client services, outcomes, and metrics
  • Comply with all financial and budget-related mechanisms and processes

Partnership Development

  • Create mentorship opportunities to provide apprentices with a skilled role model and pathway towards development
  • Engage with employer and education institutions to discuss workforce needs, apprenticeship pathways, and to identify placement opportunities
  • Coordinate the sharing of best practices, curriculum, and overall program findings annually with local workforce development boards and resettlement agencies.

Other Responsibilities

  • Participate in all program meetings, staff development activities, and fully engage as a member of IRC's Workforce Development team
  • Comply with all policies, procedures, and protocols of the agency
  • Other related duties as assigned

Key Working Relationships:

Position Reports to: Workforce Development Manager

Position directly supervises: Interns and volunteers

Internal and/or external contacts: Coordinates regularly with Sacramento workforce team and local partners

Job Requirements:

Education:

  • Bachelor's degree or 4+ years in relevant work experience required

Work Experience:

  • At least 2 years' experience working in healthcare, work-based learning, workforce programs, or education strongly preferred
  • At least 2 years' experience with client counseling, case management, or coaching a plus

Demonstrated Skills and Competencies:

  • Multi-cultural experience and demonstrated ability to communicate well with people of varied backgrounds required
  • Ability to effectively set service expectations and coach clients towards shared goals
  • Ability to meet with and pitch programs or products to external partners required
  • Excellent written and verbal communication skills, including public speaking and presentation creation
  • Strong interpersonal skills for effective networking and influence. Proven ability to foster and manage client and employer relationships
  • Proven ability to take initiative, creatively problem solve and collaborate in a fast-paced work environment
  • Demonstrated experience in system development, case management, and/or sales and marketing
  • Excellent organizational skills with the ability to track and follow up on dynamic information
  • Ability to work efficiently across a team to reach specific measured outcomes
  • Experience using data and fiscal tracking systems strongly preferred
  • Proficiency in Microsoft Office Suite required
  • Flexible availability necessary
  • Proficiency in a refugee language such as Dari, Farsi or Pashto an asset

Standard office environment including regular travel to employer sites.
