Responsibilities

The Precision Meso-scale Technology Center (PMTC) provides the high-precision mechanical solutions that enable Keysight's industry-leading RF, microwave, mmWave, and 5G/6G solutions in various industries, including AI infrastructure, communications, aerospace & defense, automotive & energy, and semiconductor measurement equipment.

Responsibilities:

PMTC is forming a Product Engineering team, and this role is at our Headquarters in Santa Rosa, CA. The Product Engineering Manager builds and leads a team of Product Engineers, each of whom owns a mechanical product family end-to-end, and is accountable for the team's results in product-level yield, product quality and customer support across PMTC. We're looking for an accomplished, hands-on leader who sets a clear direction, develops people, and consistently drives results. The ideal candidate communicates clearly and effectively, partners well with Keysight product lines, operations, process engineering, and crossfunctional engineering teams, and is comfortable facilitating technical discussions and resolving priority conflicts among diverse stakeholders. This role requires sound judgment, strong problemsolving skills, attention to detail, and the ability to make informed decisions in a fastpaced, dynamic environment while managing multiple priorities and meeting deadlines.

The primary responsibilities of a PMTC Product Engineering Manager include:

Team leadership and development

  • Hire, coach and develop a team of Product Engineers; set clear goals and performance expectations, and assign product families by volume, complexity and yield risk.
  • Define how Product Engineering works with Process Engineering and Integration Engineering: ownership boundaries, NPI-to-production handoff exit criteria, and escalation paths.

Product-level yield and quality

  • Own yield and cost-of-poor-quality targets across all product families: first-pass yield, scrap, rework and cost of poor quality. Review top losses with the team, and make sure cross-process RCCA (8D, DMAIC) is led to closure when a failure spans more than one process block.
  • Ensure product conformance to drawing, GD&T and customer intent (AS9100 / ISO 9001): consistent NCM / MRB disposition, CAR / CAPA closure, ER / waiver and deviation governance, and SPC on critical-to-quality features in partnership with process engineering.

Customer interface and cross-functional leadership

  • Be the escalation point for Keysight product lines and R&D on quality events, recovery plans and delivery risk. Make sure Product Engineers give early, factual notice when yield or quality will affect delivery.
  • Partner with operations, process engineering, integration engineering and metrology to prioritize across competing demands and to balance yield recovery, delivery and cost.

Capability and continuous improvement

  • Build product-family knowledge and capability: critical features, failure modes, approved waivers and lessons learned; set the standard for production OSP qualification.
  • Provide DFM / inspectability feedback to Keysight R&D on new drawings and revision changes, and report team results and risks to PMTC leadership.

Qualifications

  • Bachelor's degree in Mechanical, Manufacturing, Materials or Industrial Engineering, or equivalent experience.
  • 8+ years in precision machining or precision mechanical component manufacturing in a product, quality, manufacturing or sustaining engineering role, including 3+ years leading engineers or technical teams.
  • Proven ability to hire, develop and retain engineers, set priorities, and hold a team accountable for results.
  • Working command of GD&T and of how machined features are measured (CMM, optical, surface profilometry); you can read a drawing and tell whether the inspection plan can actually prove it.
  • Hands-on structured problem solving: 8D, RCCA, DMAIC, FMEA; comfortable using yield and SPC data in Excel, Power BI, Minitab or JMP to set priorities.
  • Customer-facing communication: you have presented quality events, root cause and recovery plans to customers, program managers or senior leaders and kept their confidence.
  • Ownership mindset. You drive issues across functions to closure and expect the same of your team.
