Come join our GTE Financial team! We are looking for an experienced Application Development Manager to lead and actively contribute to the development, implementation, integration, maintenance, and support of GTE Financials' business applications. This is a hands-on development leadership position. In addition to managing the application development team, this individual is expected to personally design solutions, write and review code, develop integrations, troubleshoot technical issues, support releases, and resolve production problems. This is not a management-only position. Hands-on software development is an essential responsibility of the role. What does GTE look for as an Application Development Manager? Application Development & Technical Responsibilities:
- Personally design, develop, test, document, deploy, maintain, and support enterprise applications and integrations.
- Write, modify, troubleshoot, and review production-quality application code.
- Develop and support internal and member-facing applications, APIs, integrations, database solutions, and automated processes.
- Translate business and technical requirements into effective software solutions.
- Diagnosing and resolving complex applications, integration, database, performance, and production issues.
- Conduct code reviews and provide technical guidance on design, security, performance, maintainability, and development standards.
- Participate directly in testing, defect resolution, application releases, deployments, and production support.
- Maintain strong knowledge of GTE Financial's application codebase and be capable of stepping in to personally resolve critical development or production issues.
- Establish and enforce coding standards, secure development practices, source control, testing, documentation, and release procedures.
- Evaluate and apply modern development technologies, automation, DevOps practices, cloud capabilities, and AI-assisted development where appropriate.
Leadership & Team Management:
- Lead, coach, and managing application developers.
- Assign and prioritize development work based on business needs, technical complexity, team capacity, and delivery commitments.
- Provide direct technical assistance to developers through coding support, troubleshooting, architecture guidance, and code reviews.
- Establish expectations for application quality, security, reliability, documentation, accountability, and timely delivery.
- Conduct regular coaching, performance evaluations, and professional development discussions.
- Promote collaboration, knowledge sharing, cross-training, and documentation to reduce key-person dependencies.
- Assist in recruiting, interviewing, onboarding, and developing application-development professionals.
- Manage third-party development resources and ensure adherence to GTE Financials' technical and security standards.
Application Delivery & Business Partnership:
- Manage the day-to-day development, maintenance, and support of internal and member-facing applications.
- Collaborate with business leaders, project managers, analysts, Technology Solutions teams, and vendors to understand requirements and deliver effective solutions.
- Estimate development effort, identify dependencies and technical risks, and communicate realistic delivery expectations.
- Ensure applications are properly designed, developed, tested, documented, deployed, monitored, and supported.
- Support application architecture decisions and ensure solutions align with GTE Financials' security, technology, and business requirements.
- Participate in incident response and root-cause analysis for application-related production issues.
- Identify opportunities to improve application quality, development efficiency, automation, system reliability, and employee or member experience.
- Communicate technical issues, risks, options, and recommendations clearly to both technical and nontechnical audiences.
Operational Responsibilities:
- Follow GTE Financial and Technology Solutions policies, standards, change management practices, and security requirements.
- Maintain appropriate application, integration, technical, and support documentation.
- Support application-related audits, security reviews, risk assessments, vulnerability remediation, business continuity, and disaster recovery activities.
- Protect the confidentiality, integrity, and availability of GTE Financial and member information.
- Maintain functional knowledge of applicable financial services laws and regulations.
Required Qualifications:
- Bachelor's degree in computer science, Information Systems, Software Engineering, or related discipline, or equivalent professional experience.
- Significant experience developing, implementing, and supporting enterprise-level applications.
- Current, demonstrable hands-on software development experience is required.
- Demonstrated ability to personally design, write, test, troubleshoot, review, and support production-quality application code.
- Leadership or management experience with application developers, technical teams, contractors, or significant software development efforts.
- Strong knowledge of the Software Development Life Cycle (SDLC), application architecture, APIs, integrations, databases, source control, testing, and secure development practices.
- Experience with modern programming languages, application frameworks, relational databases, APIs, and enterprise development tools.
- Experience with Microsoft-oriented development technologies and enterprise application environments.
- Strong analytical, troubleshooting, organizational, communication, and decision-making skills.
- Ability to manage team responsibilities while remaining an active technical contributor.
Preferred Qualifications:
- Experience with .NET, C#, SQL Server, Visual Studio, Azure DevOps, Git, REST APIs, JSON, JavaScript, and modern web-development technologies.
- Experience with Azure cloud application development, CI/CD pipelines, DevOps practices, automated testing, and application monitoring.
- Experience developing or supporting applications within financial services or another highly regulated industry.
- Experience with digital banking, mobile banking, payments, or member/customer-facing applications.
- Experience managing third-party developers, contractors, or technology vendors.
- Familiarity with AI-assisted software-development tools.
Position Details:
- Location: Downtown Tampa - GTE Headquarters
- Department Hours: Monday- Friday (8:00 am to 6:00 pm)
Full-time hours required, with additional hours necessary to accomplish objectives, goals, and projects. This position is classified as hybrid and may be modified by management at any time, with advance notice provided whenever possible. Management employees are required to report to the office Tuesday through Thursday to maintain a consistent on-site work schedule three days a week. Required for Hybrid Work:
- A quiet workplace so you can focus on delivering excellent service to our members.
- Required to have power and high-speed internet over 100MB (minimum).
- Video capability (connection of 1.5 Mbps up and down recommended).
- Candidates must provide and meet all technical requirements prior to the first day of training.
- Hybrid candidates must live within driving distance of the office location and be able to regularly commute to and from the office location as needed.
