Summary:

The Program Analyst will support grants implementation by providing program coordination and technical assistance to relevant DOS, U.S. interagency, and grantee officials during the pre-award, award, and post-award phases.


Responsibilities

Essential Job Functions:

  • Work closely with the Grants Officer Representative (GOR) and other DOS grants officials to protect U.S. Government interests, including compliance with all regulatory and legal requirements, conducting risk assessments and business reviews, and potentially conducting site visits of grant projects.
  • Serve as a point of contact and source of information for regional bureaus colleagues on grant and program implementation issues in the relevant regions.
  • Assist E/OES with the drafting of Operations Plans, Congressional Notifications, and Performance and Planning Reports, especially in regard to program funding.
  • Provide program coordination and support for technical and scientific input regarding strategic planning, funding allocation, and program implementation of identified thematic priority areas for outreach with appropriate stakeholders to develop partnerships on projects.
  • Provide support with technical assistance, oversight, advice, expertise, and consultation to program officials, grantees, and sub-grantees.
  • Prepare pre-award documentation necessary to award grants/cooperative agreements, including minutes from review panels and action memos.
  • Support program evaluation design, including monitoring and assessing grantee performance, and establishing performance measures.
  • Provide support in documenting information resulting from audit findings or monitoring audit resolution in partnership with GOR and Grants Officer (GO).
  • Support the GOR in post-award activities, reviews, and analyses to identify management, financial, and administrative issues including award close-outs.
  • Review technical information related to relevant portfolios and prepare summaries and background materials to support leadership in determining positions the United States should take.
  • Monitor international efforts related to relevant portfolios and share written or verbal communication with supervisor or office leadership as appropriate.
  • Support preparation for and, as directed, participate in inter- and intra-agency meetings related to E/OES interests in a variety of discussions related to relevant portfolios.
  • Draft, review, and clear, as appropriate, position papers, talking points, memos, updates, and other documents related to ocean and polar policy.
  • Assist with official conference, event, meeting, and travel planning and execution.
  • Other duties, as assigned, fall within the scope of supporting E/OES in ocean and polar affairs.
  • This task order may require travel.

Qualifications

Necessary Skills and Knowledge:

  • Strong writing and oral communication skills, including strong interpersonal skills needed to maintain effective liaison with other DOS offices and other U.S. Government agencies.
  • Strong organizational skills and attention to detail, including follow-up on pending tasks.
  • Capable of managing multiple projects and tasks simultaneously with competing priorities; able to produce results with tight deadlines in a high volume, fast-paced work environment.
  • Strong ability to work in a flexible, team-oriented environment.
  • Proficient with Microsoft Office 365 products (Word, Excel, PowerPoint), the use of standard office equipment, and the ability to learn and work with other software and database applications.

Minimum Qualifications:

  • Bachelor's Degree.
  • Minimum 3-4 years of related experience.
  • The person performing on this task order is required to have or obtain a SECRET Security Clearance.

Preferred Qualifications:

  • Understanding and knowledge of:
    • Laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants and cooperative agreements, and other mechanisms;
    • Grants/assistance management processes and techniques consistent with sound business and industry practices;
    • Financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements; and
    • Familiarity with international ocean and polar programs and policy issues.
  • Preferred background in ocean or other science specialties, marine resource management, polar affairs, and/or international relations.

Pay and Benefits

The salary range for this position is $107,000.00 to $117,00.00 annually.
