The Defense Sector at Leidos is currently looking for an ISR Subject Matter Expert. The ISR Subject Matter Expert provides expertlevel leadership, analysis, and operational support across the full spectrum of Intelligence, Surveillance, and Reconnaissance (ISR) activities. This role supports senior leaders, Combatant Commands, and nationallevel intelligence organizations by delivering authoritative ISR expertise, multisource analysis, and highimpact operational assessments.

You will lead planning, execution, sustainment, and training activities that ensure ISR processes remain precise, interoperable, and aligned with evolving operational requirements and intelligence authorities.

Primary Responsibilities:

  • ISR Operations Support - Provide planning, preparation, research, coordination, and execution of ISRrelated tasks, delivering authoritative analysis and subjectmatter expertise.
  • Analytical Product Development - Develop and deliver detailed analytical reports, workflow visualizations, missionthread products, and executive briefings that support intelligencedriven decisionmaking.
  • Test Planning & Execution - Conduct structured testing activities to validate ISR processes, systems, and missionpartner interoperability.
  • Progress Reporting - Report task progress to Senior Program Management Analysts and government leads, ensuring accuracy, transparency, and timely updates.
  • Internal Training Delivery - Conduct internal training aligned to ISR subjectmatter expertise, strengthening team proficiency and operational readiness.
  • Sustainment & Process Improvement - Support sustainment efforts to ensure consistent quality, efficiency, and productivity across all assigned ISR tasks.
  • Advanced Communication Skills - Communicate clearly and effectively in written reports and verbal presentations, translating complex intelligence concepts for diverse audiences.
  • Operational Interviewing - Interview military, civilian, and contractor personnel to efficiently extract operational and technical information required for ISR analysis.
  • Operational Impact Assessment - Apply advanced analytical skills to identify capabilities and limitations, assess operational impacts, and provide focused, achievable recommendations.
  • Intelligence Enterprise Expertise - Demonstrate expert knowledge of DOW and national intelligence organizations, authorities, and capabilities, ensuring alignment with joint and national intelligence frameworks.
  • Joint Intelligence Cycle Mastery - Apply expert understanding of joint intelligence cycles to synchronize ISR planning, tasking, collection, analysis, and dissemination.
  • Multisource Intelligence Analysis - Analyze multisource intelligence to assess threats, support mission planning, and enable decisionquality recommendations for military operations.
  • ISR Phase Proficiency - Demonstrate experience in at least five ISR phases: Planning/Tasking, Collection Methods & Collection Management, Processing & Exploitation, Analysis & Production, and Dissemination.

Basic Qualifications:

  • US Citizen with an active Secret clearance.
  • Bachelor's degree and 4+ years related experience or Master's degree and 2+ years related experience. Additional experience may be considered in lieu of a degree.
  • Minimum 4 years supporting military operational activities; minimum 5 years Targeting experience.
  • C5ISRT (Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance) and Targeting Experience.
  • Experience developing target packages and target list with detailed intelligence, capabilities and vulnerabilities.
  • Experience in supporting multi-domain mission planning and effects-based targeting.
  • Experience with automated targeting tools (e.g. JTT, MIDB) and Service specific fire control systems.
  • Shall have a deep understanding of the F2T2EA Cycle and the data tools and techniques utilized for each phase of targeting.
  • Analyze the operational effectiveness of targeting systems in various scenarios and environments.
  • Evaluate the impact of emerging technologies and trends on Targeting systems.
  • Working knowledge of U.S, NATO, and coalition partner targeting processes, procedures, and systems.
  • Apply analytical tools and methodologies to assess targeting system performance and identify areas for improvement.
  • Must possess skills to communicate effectively and clearly in written reports and verbal presentations.
  • Must possess skills to interview operational and technical military, civilian, and contractor to efficiently and accurately extract information.
  • Must possess analytical skills to identify capabilities and limitations, assess operational impacts and provide focused, achievable recommendations.
  • Experience supporting assessments of targeting system performance in various operational scenarios and environments.
  • Familiarity with emerging technologies and their potential applications to ISR and targeting systems.

Preferred Qualifications:

  • Active Top Secret with eligibility for CUI, NATO Secret, ACCMs, SCI and SAPs.
  • Previous experience supporting operations within a Joint Air Operations Center, Joint Intelligence Operations Center, or comparable military organization.
  • Experience supporting deliberate and dynamic targeting operations.
  • Experience supporting ISR collection management, intelligence requirements development, and intelligence gap identification.
  • Experience utilizing multiple intelligence disciplines, including GEOINT, SIGINT, MASINT, HUMINT, and OSINT.
  • Familiarity with emerging ISR technologies, artificial intelligence, machine learning, and automated targeting applications.
