The Maryland Department of Transportation, The Secretary's Office (MDOT TSO) is seeking an Air Quality and Green House Gas Emissions Analyst (Administrator IV). This position is responsible for leading TSO's regulatory air quality requirements, by managing data analysis, modeling, and forecasting of National Ambient Air Quality Standards and Greenhouse Gas emissions. The incumbent provides advice and analysis regarding compliance with federal law and provisions of the Clean Air Act to include work products that closely align with the department's vehicle electrification programs. The incumbent oversees creation and implementation of modeling and analysis-related work orders, including managing work of contractors and associated budgets as well as serve as liaison between MDOT and metropolitan planning organizations, other state agencies, and stakeholders.

Responsibilities include but are not limited to the following:

  • Ensuring MDOT policies, projects, programs and initiatives meet regulatory air quality requirements .
  • Managing transportation-related air quality and greenhouse gas modeling, analysis, inventories and reporting.
  • Managing air quality conformity requirements, tracking performance measurement and reporting.
  • Providing Greenhouse Gas emissions expertise by representing the department in inter-departmental and external engagement and reporting.
  • Serving as data collection and quality control lead for annual reports as required by state law.
  • Supporting development and utilization of a project level Greenhouse Gas emissions calculator for assessing emissions impacts.
  • Serving as liaison to the public and key stakeholders on plans and projects.
  • Facilitating and managing communications on policy and legislative and departmental updates and mandates.
  • Serving as a subject matter expert ensuring compliance and adherence to goals, targets, and initiatives.

The current vacancy exists at MDOT TSO in the Office of Electric Vehicles, Climate Change and Air Quality, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Six (6) years of experience in administrative staff or professional work.

Three (3) years of this experience must include environmental planning, air quality planning, or transportation planning.

The ideal candidate will possess:

  • Experience working with vehicle emissions modeling tools
  • Experience working in air quality planning or programs in the transportation sector

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
