DESCRIPTION

The Division of Environmental Science & Health within the Department of Pediatrics is involved in four major areas: 1)providing clinical services to patients with birth defects and developmental disabilities, 2) providing public health services in counseling patients, providers and education to the public about pregnancy and lactation exposures and their impact on child development and health, 3) a teaching program that includes undergraduate students, graduate students in epidemiology, medical students, and post-doctoral students, pediatrics, epidemiology, health behavior, global health, pharmacy, and other specialties; and 4) conducting research to better understand the causes, prevention and treatment of birth defects and developmental disabilities. Research programs and projects within the Division involve federal, state and industry sponsored grants and contracts totaling over $60 million. These encompass national and international studies that require complex interrelated infrastructure and shared resources both within the Division and with collaborators and subcontractors outside the Division.

Provides supervision and guidance to the Department of Pediatrics, Division of Environmental Sciences and HealthCenter staff, also known as the Center for Better Beginnings. Oversees program administration, program development, and research activities. Receives assignments in the form of objectives with goals and the process by which to meet goals. Exercises judgment within defined procedures and policies to determine appropriate action. Recommends changes to division policies and practices. Identifies risks and responds accordingly. Provides priority setting and work flow analysis.

This role requires advanced expertise in overseeing complex projects and ensuring the seamless execution of all associated tasks. Collaborating with research teams, the Sponsored Projects Office, and departmental staff, incumbent they develops project plans, including detailed scopes of work, budgets, and financial narratives that ensures compliance with institutional policies and sponsor regulations while effectively resolving complex challenges. Their role requires a focus on resource allocation across the Division that ensures alignment with project objectives, enabling them to overcome obstacles and foster innovation in research program administration. A large focus of the role is to provide financial oversight, and develop contracts while continuously improving processes. Additionally, they supervise staff ensuring compliance with policies and internal controls while handling high volumes of complex transactions. Performs other duties as assigned.

QUALIFICATIONS
  • Thirteen (13) years of related experience, education/training, or a Doctorate in related area plus Five (5) or more years of relevant experience.

  • Demonstrated experience supervising staff and students in an academic or research setting.

  • Academic background and experience in relevant area of research. Research experience with human subjects perinatal research and early childhood development assessments.

  • Ability to build relationships, collaborate and problem solve both internally and with external organizations.

  • Demonstrated knowledge of program development as well as grant proposal development and administration.

  • Demonstrated leadership skills including effective communication, negotiation, coaching, and conflict resolution. Commitment to equitable hiring and employee engagement practices.

  • Advanced oral and written communication skills with the ability to communicate effectively with diverse stakeholders. Demonstrated excellent interpersonal skills and ability to work with diverse groups to achieve results.

  • Knowledge of human resources management practices and policies.

  • Knowledge of financial principles and budget practices. Demonstrated advanced knowledge and experience in accepted accounting and business practices related to public health research projects, particularly focus on perinatal research and early childhood development, providing guidance and direction on financial, contract, grant, and administrative tasks while ensuring compliance with federal, state, and UC regulations. Additional knowledge of fixed price contracts with industry sponsors and pregnancy registries.

  • Demonstrated knowledge university, state, and federal policies that influence higher education.

  • Highly Skilled in all levels of project management and organization of large longitudinal projects with extended budgets and resource allocations varying over years. Experience in assessment and distribution of resource allocation over multiyear projects for both the initial setup and ongoing oversight of projects.

  • Demonstrated knowledge of NIH grants as well as Pharmaceutical company-Sponsored contracts with familiarity in the fiscal process and research requirements of both.

  • Experience interacting with multiple research databases and knowledge of database requirements.

  • Experience interacting with multiple different types of vendors required for ongoing and future projects.

Pay Transparency Act

Annual Full Pay Range: $111,300 - $211,100 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $53.30 - $101.10

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
