Title: QA/QC Program Engineer V

Duration: 3 Months

Location: Onsite- Montgomery, AL


Role Summary

Serve as an independent quality representative on connectivity installation projects, delivering end-to-end quality assurance and quality control (QA/QC) for all connectivity infrastructure - pathways, cabling, and network systems. You will verify that installations comply strictly with project specifications, applicable codes, and project contract documents, driving issues to closure across multiple contractor stakeholders.


Key Responsibilities
Specification Compliance & Documentation Control


  • Request, review, and work to the latest applicable project specifications; confirm which specification packages apply per project.



  • Maintain a comprehensive record of all specifications referenced and followed, making it available upon request.



  • Perform monthly specification audits comparing current specifications (including quality-related change orders) against what the contractor holds; escalate misalignment or blockers to the owner's representative.



  • Support Owner Furnished Contractor Installed (OFCI) equipment management, including RMA process adherence and tracking.



  • Escalate specification conflicts or ambiguities promptly to the Construction Engineer (CE).




On-Site Inspection & Issue Management


  • Conduct continuous, independent visual inspections and observations of ongoing connectivity work.



  • Log every deficiency as an Issue in the quality management platform (Autodesk Construction Cloud unless otherwise directed) and track through to verified resolution.



  • Prevent contractors from building upon or concealing non-conforming work.



  • Spot-check materials and product data against approved submittals; examine and sign off work areas for readiness against approved shop drawings.



  • Verify contractor test equipment compliance and witness testing spot checks as requested.




Inspection Program & Closeout


  • Align with the CE and GC/TC on the full list and schedule of required QA/QC inspections across the project lifecycle.



  • Execute inspections using the designated QA/QC platform, complete all checklist review questions, and obtain required signatures.



  • Review and formally verify field closeout documentation before handover: red-lined as-builts, butterfly diagrams, splice path records, QA/QC checklists and issues, and cable test reports.




Network Quality Control


  • Verify pre-audit submittals (quality inspection acceptance, crew and communication plan, communication protocol, owner-directed procedures) as a mandatory quality gate.



  • Provide oversight and validation of Division 27 network audits: Device Audit, Circuit Audit, and Network Quality Audit (BERT / synthetic traffic testing and continuous circuit audits).



  • Confirm certified, calibrated, approved test equipment (OTDR, OLTS, fiber scope, etc.) and validate fiber and copper test results against specified loss values.



  • Report periodically on contractor adherence to auditing best practices.




Meetings, Milestones & Reporting


  • Coordinate, schedule, and present at weekly project-level QA/QC meetings and monthly program-level QA/QC meetings.



  • Manage key milestones: hold pre-meetings and at least one site walk with the CE, Network Engineer, and contractor project/quality leads to establish readiness; attend later inspections for approval.



  • Issue a weekly QA/QC status report each Friday featuring:




    • Meeting minutes & lessons-learned matrix



    • QA/QC analytics dashboards



    • Prioritized and aging-coded issues log & past-due items



    • Milestones at risk (e.g., cabling start, circuits delivered, CorpNet/Security/FacNet ready & live, network rack install, NSC/NC, NFC/FC)





  • Deliver the final Project QA/QC Closeout Report as the definitive record of activities, issues resolved, and inspection outcomes.




Qualifications & Requirements
Minimum Qualifications


  • Experience: Minimum five (5) years of telecommunications experience, with documentation available for verification prior to start.



  • Technical Knowledge: Working knowledge of structured cabling, pathways, fiber and copper testing, and telecom specifications (Divisions 01, 07, 27).



  • Blueprint & Spec Reading: Demonstrated ability to read and inspect against specifications, submittals, and shop drawings.



  • Platform Experience: Experience using construction quality management platforms (Autodesk Construction Cloud preferred) for checklists, issues, and documentation.



  • Soft Skills: Strong coordination skills, high attention to detail, proactive risk management across multiple stakeholders, and clear written/verbal reporting skills for leadership presentations.




Preferred Qualifications


  • Education: Bachelor's degree preferred.



  • Facility Focus: Data center or other mission-critical facility connectivity installation experience.



  • Network Audit & Testing: Familiarity with network audit practices (device/circuit/quality audits, BERT thresholds, optics health, FEC and CRC error analysis).



  • Certifications: Fiber inspection and certification standards experience (e.g., IEC 61300-3-3) and OTDR/OLTS certification.



  • Representation Role: Experience acting as an owner or independent representative on large-scale construction programs.
