Departmental Overview

UC Berkeleys University Health Services (UHS) is a comprehensive college health service providing fully accredited primary medical care, counseling and psychological services, and innovative health promotion programs for students, faculty, and staff. UHS provides on-campus medical care and coordinates supplemental needs for off-campus care through a network of community specialists and hospitals.

The Clinical Services Program within the UHS includes urgent care, primary care and specialty clinics, laboratory, pharmacy, physical therapy, radiology, and a major medical insurance plan. Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health and Specialty Clinics. Services are designed to enable students to get the most from their educational experience, minimizing the impact of illness, injury and emotional distress on their academic career.

Medical care and wellness programs are available to faculty and staff to meet their occupational health needs and minimize lost work time. These visits generate ancillary encounters with the Radiology, Clinical Laboratory, Physical Therapy and Pharmacy departments. The Counseling and Psychological Services department sees an additional 15,000 visits per year.

Position Summary

The Clinic Operations Supervisor of Student Health Services, manages or performs the administrative services and/or clinical operations of assigned health care clinics in accordance with federal, local, and internal standards, policies, and regulations.

Responsibilities

Clinical Patient Care - 20%

  • Clinical work providing patient care as MA or LVN (within scope), more as needed per operational demand.

Hiring and Supervision - 20%

  • Recruits, interviews and recommends hires of medical assistants.
  • Mentors, trains and orients medical assistants, medical assistant student trainees including performance management, cross training, skill building and career development.
  • Performs yearly performance evaluations on all career medical assistant staff.
  • Advise and ensure the policies and procedures to assure quality of care and customer service are followed by the incumbent's direct reports. Takes action for immediate improvements in performance as needed.
  • Collaborates with Clinical Services Management Team to ensure constant readiness for AAAHC accreditation.
  • Researches and resolves issues and discrepancies, including patient feedback and complaints.

Clinical Operational Support - 40%

  • Maintains functional staffing levels.
  • Gives recommendations to improve or enhance performance of clinic support activities.
  • Actively participates in discussion of problem identification and resolution.
  • Reviews clinic templates and consults with clinic supervisors to manage inappropriate scheduling.
  • Ensures staffing is efficiently coordinated across multiple clinics and the appointment office.
  • Functions as a resource for resolving escalated clinic support service issues and concerns raised by patients and their families and/or members of the patient care team (physicians, nurses, front and back office staff).
  • Responsible for ongoing trainings for Primary Care Medical Assistant Staff including, but not limited to, annual competencies and required campus trainings.
  • Tracks status of required and completed trainings of staff.
  • Coordinates, prepares and disseminates the staff meeting agendas in coordination with the Supervisor 2.
  • Assists in faciliatation of Primary Care staff meetings and ensures that absent MA staff are provided with updates.
  • Collaborates with the Clinical Management Team, implements policies and procedures that assure quality of care and customer service.

Medical Assistant Scheduling - 10%

  • Coordinates and distributes complex staffing schedule that includes multiple clinics and the appointment office.
  • Collaborates with Primary Care Leadership Team to ensure the provision of adequate coverage, patient flow and customer satisfaction.
  • Adjusts daily schedules to account for unanticipated absences.
  • Receives all leave requests, assesses impact on clinic operations and advises Clinical Services Management Team on operational impact.
  • Responsible for obtaining coverage for absent or unavailable direct reports.

Personal Development and Other Duties - 10%

  • Work on committees and assignments that enable professional growth.
  • Other duties as assigned.

Required Qualifications

  • Minimum 2 years of full-time experience as a Medical Assistant or Licensed Vocational Nurse in an outpatient or ambulatory clinic setting.
  • Possesses supervisory skills to communicate and monitor established priorities, objectives and timelines.
  • Understanding of operational efficiency and impacts on budget and staffing. Must have the ability to manage fiscal and HR resources effectively.
  • Working knowledge associated with coordinating and providing outpatient health care.
  • Working knowledge of clinical office support administrative processes.
  • Working knowledge of insurance and claims-related processes.
  • Knowledge of performance management standards and human resources-related policies and procedures.
  • Working knowledge of the principles and practice of supervision.
  • Effective interpersonal skills, effective verbal and written communication skills.
  • Skills to collaborate effectively with clients and medical / clinical staff members.
  • Skills to establish priorities, objectives, and timelines.
  • Skills in coaching, mentoring and motivating staff.
  • Experience with electronic health records and Microsoft office suite.
  • Effective analytical and problem solving skills.
  • Ability to assign tasks and delegate effectively.
  • Working knowledge and skills to develop, write, maintain, and implement policies and procedures.
  • Ability to remain motivated and effective during times of high stress and while balancing competing demands.

Preferred Qualifications

  • Functional knowledge of the Epic Medical Records system and/or the ability to learn.
  • Minimum 1-2 years of experience in a supervisory role.

Education / Training

  • Graduate of an accredited Licensed Vocational Nurse program, or accredited Medical Assistant program, or other related health associate degree program.
  • Training in clinical support operations and staffing.
  • Bachelor's degree in related area and / or equivalent experience / training (Preferred).

Licenses / Certifications

  • Valid CA Licensed Vocational Nurse license or Medical Assistant Diploma.
  • Current Basic Life Support (BLS) certification.
  • Certification as a Medical Assistant (Preferred).
