Position Description:
Manage workforcedevelopment programs for regional and local businessunit projects.

Essential Duties &Key Responsibilities:

  • Manage execution of workforce (people) development programs based on local social conditions and economic requirements, aligned with project, client, and/or business unit objectives.
  • Lead specific Workforce Development plan as part of project pursuit and implement as part of preconstruction phase.
  • Oversee program goals and measures, communication/planning activities, status/results reporting, training, and other functions as required.
  • Manage relationships with subcontractor community for greater buy-in of workforce development plan and effective placement of participants in local project.
  • Manage outreach efforts with diverse populations and other underrepresented groups to participate in skills- based career training and gain hands-on work experience in construction industry.
  • Enhance partnerships with local/regional community organizations, schools, pre-apprenticeship programs, unions, and city, state and Federal agencies for proactive identification of training opportunities.
  • Leverage local community organization relationships to create and sustain pipeline for project.
  • In partnership with project team, monitor program participation and progress to goals.
  • Collaborate with Marketing to develop information about workforce development programs and promote to external community.
  • The position will support the development, coordination, implementation, and continuous improvement of the Skilled Trades and Readiness Client Led Program, a short-term workforce training initiative designed to develop a pipeline of trained, qualified, entry-level talent prepared for employment within the construction industry.
  • Lead and coordinate the planning and implementation of the Client's WF Program to develop a sustainable pipeline of trained, job-ready candidates for construction and skilled trades opportunities.
  • Build awareness of careers in construction and skilled trades and create clear pathways for individuals interested in entering the industry.
  • Identify and engage prospective participants through relationships with community organizations, workforce development agencies, educational institutions, and other community partners.
  • Coordinate training opportunities that provide participants with foundational knowledge, skills, and exposure relevant to construction trade occupations.
  • Collaborate with project teams, general contractors, trade partners, workforce organizations, and training providers to align Client's WF programming with current and anticipated workforce needs.
  • Work with project trade partners and other employers to identify employment opportunities for Client's WF Program graduates who successfully complete program requirements.
  • Support the ongoing development and expansion of the STAR Program by identifying lessons learned, successful practices, workforce needs, and opportunities to replicate or scale the program across projects and communities.
  • Other activities, duties, and responsibilities as assigned.

  • Qualifications:

    • Associate's degree or higher from accredited degree program and minimum 8 years of related experience and/or training, or equivalent combination of education and experience; recommended majors include, but not limited to Liberal Arts, Communication, Marketing, Sociology, Non-Profit, Public Affairs, Social Outreach, or similar degree program
    • Familiarity with local laws and Federal regulations, OFCCP, compliance and familiarity with the David Bacon Act and Labor laws (as applicable by location)
    • Experience driving, developing and implementing community and workforce based strategic plans
    • Plan and manage the budget
    • Program management expertise, able to develop and implement programs and processes in a skills-based industry
    • Established local market, community, workforce, and industry knowledge and presence in minority contractor communities
    • Knowledge of economic and social issues, trends, impacts to local community, trades and professional network organizations
    • Excellent interpersonal and presentation skills; communicate effectively at all levels within organization and externally
    • Influential relationship building skills, able to lead and influence others that are not direct reports
    • Resourceful with complex decision-making and problem-solving skills, and analytical thinking
    • Energetic, hands-on, proactive, and continuous learner
    • Familiar with lean culture and concepts, continuous improvement principles, methods, and tools
    • Work in non-structured environment and manage multiple project teams
    • Management experience, ability to observe performance, and deliver feedback, as applicable
    • Proficient computer skills, Microsoft suite of applications, and collaboration technology
    • Limited travel within region
