Program Support Analyst, Mid

The Opportunity:

As a Program Support Analyst, you'll help improve the systems, data, workflows, and reporting used to plan and deliver a major capital improvement program. You'll analyze existing Oracle Unifier business processes and related tools, document business and technical requirements, develop dashboards and reports, improve data quality, and support integration across the capital-program technology environment.

On our team, you'll work directly with project managers and program personnel to understand how work is performed and translate their needs into user-friendly system and data solutions. You'll coordinate with business process, program controls, finance, asset-management, IT Enterprise Systems, and other technology stakeholders to ensure solutions support operational needs and conform to applicable architecture, IT security, data-permission, and integration standards.

You Have:

• 7+ years of experience working in Project Management Information Systems (PMIS) environments, including Oracle Unifier, dashboard development, or integration of software tools
• Experience analyzing and improving Oracle Unifier business processes, requirements, workflows, reports, configurations, testing, data, or user support
• Experience applying PMIS capabilities within a project-delivery environment such as capital-program, construction, engineering, or infrastructure
• Experience developing dashboards and reports that present portfolio, program, or project-level performance information using defined source data, business rules, or audience requirements
• Experience defining and supporting integrations between PMIS and scheduling, financial, document-management, asset-management, reporting, or collaboration tools, including interface requirements, data mapping, testing, or issue resolution
• Experience conducting requirements analysis and translating business and technical needs into user-friendly system and data solutions
• Experience with data quality assessment, data cleanup, validation, reconciliation, or governance supporting reliable reporting and analytics
• Ability to obtain a Secret clearance
• HS diploma or GED

Nice If You Have:

• Experience with Primavera P6, Oracle E-Business Suite, ERP Cloud migrations, Hyperion, ArcGIS, Hexagon EAM, or comparable enterprise platforms
• Experience supporting PMIS evaluation, platform selection, configuration, implementation, migration, or adoption
• Experience with Power BI, Tableau, SQL, APIs, ETL tools, middleware, or comparable business-intelligence reporting and integration technologies
• Experience with capital planning, project prioritization, program controls, cost, schedule, risk, or resource planning, or program controls
• Experience applying role-based access, data-permission, cybersecurity, privacy, and responsible AI requirements within enterprise workflows
• Experience developing user guidance, SOPs, training materials, or role-based system training
• Experience evaluating AI-enabled tools, natural-language-query capabilities, automation, or digital-assistants
• Experience supporting wastewater, water, or other public utility capital improvement programs
• Bachelor's degree in Information Systems, Engineering, Data Analytics, CS, Business, or a related field
