East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for the Information Systems Support Analyst II (ISSA II) position to provide internal operating support to the users of Operation and Maintenance Department's (OMD) information systems, which include Computerized Maintenance Management System (CMMS)/Enterprise Asset Management (EAM) systems such as the Asset & Infrastructure Management System for vertical assets and the General Work Order System for horizontal assets. Users access these applications via desktop and mobile devices. The ISSA II supports OMD staff across multiple divisions and varying job classifications.
Duties will include:
*Answering general user questions, troubleshooting system bugs, resolving system problems, addressing response time issues, and performing database queries and analysis to ensure accuracy of data.
*Acting as a liaison between system users, Information Systems Department (ISD) staff, and software vendors to identify and document system modifications to functionality, data structure, screens, and reports to meet user needs.
*Coordinating and defining user and system needs, and documenting programming requirements in an issue tracking application.
*Creating test plans, testing programming changes, and preparing to implement changes into a production environment.
*Creating training materials and user guides and providing one-on-one, small group, and classroom style training to system users.
*Designing, coordinating, planning, and implementing new web-based and/or mobile applications or major new functionality to existing systems; assisting in overall future system upgrades and expansion.
*Preparing written emails, memos, procedures, and status reports.
*Communicating with users routinely via email, phone, Teams and in person, and acting as the application support authority for device, system, and user problems.
*Giving presentations as well as planning, scheduling, and conducting meetings.
*Under general guidelines, planning and prioritizing assignments without direct supervision.
*Quickly understanding the functionality of Oracle applications using client-server, web, cloud and GIS platforms.
*Understanding relational databases and using structured query languages (SQL/relational database/query tools) to extract and analyze data and create ad-hoc reports.
*Using MS Excel, Word, Access, Project, and Visio.

*Working knowledge of system analysis methods and business process development techniques.
*Ability to detect and identify the causes of errors in data integrity from reviewing computer output, the results of online user processed transactions, or other sources.
*Experience using Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
*Experience using report development tools (such as but not limited to Jasper or PowerBI).
The most competitive candidates will have the following desirable qualifications:
*Experience with software management and development.
*Experience developing business procedures, user documentation, guides, and training.
*Experience as a project leader.
*Experience with CMMS/EAM, SQL/data, GIS/mobile-field applications.
*Experience with writing application requirements and testing applications.
The salary range is $11,317 per month, increasing to $11,883, $12,477, $13,101 and $13,756 after 6, 18, 30, and 42 months, respectively.
