Job Summary:

The Program Manager supports National Weather Service (NWS) science and research priorities, particularly Artificial Intelligence and Machine Learning (AI/ML) and social science data integration, by documenting user needs, managing cross-office and cross-discipline projects, supporting communications and policy activities, advancing AI strategic planning, and coordinating key councils, committees, and working groups.

Essential Duties & Responsibilities:

User Needs and Project Management

  • Document and manage user needs for NWS science and research, particularly for AI/ML and social science data integration projects.
  • Provide project management for cross-office and cross-discipline AI/ML projects, including drafting proposals and project plans; managing costs, schedule, and scope; supporting team execution; and identifying collaboration opportunities across NWS, NOAA, academia, and private partners.

Communications

  • Coordinate presentations, documentation, and talking points to communicate program status to NOAA and NWS management.
  • Draft public talking points and slides for presentations and media requests on AI/ML based on current policies and regulations, ongoing projects, and the future direction for NWS.
  • Provide general support to the OSTI Chief Scientist and manage responses to data calls and general taskers efficiently.

Policy and Strategic Planning

  • Work with the OSTI Chief Scientist and diverse teams to develop an AI Strategic Plan and implementation plan and provide continuous updates.
  • Review current and draft AI policy and legislation for impacts, write summaries, and provide recommendations on implementation.

Councils, Committees, and Working Group Support

  • Perform the role of Secretariat for the NWS AI Working Group and the NOAA AI Executive Committee, working with the OSTI Chief Scientist to set agendas, manage tasks, take meeting notes, and develop internal and external communications.
  • Support the OSTI Chief Scientist in reviewing and preparing materials and coordinating with stakeholders for the NOAA Science Advisory Board (SAB) and the NOAA Science Council.

Requirements

Minimum Education/Requirements:

  • Master's Degree in business, management, IT, or a related field.
  • 12 years of experience, including at least 5 years of program management experience.
  • Proficient in Google Workspace and Microsoft Office (Word, Excel, PowerPoint, Project), Smartsheet, Visio, and cloud-based collaboration tools.
  • Active Project Management Professional (PMP) certification or equivalent.
  • Strong understanding of portfolio, program, and project management methodologies.
  • Due to federal contract requirements, applicants must be U.S. citizens.

Preferred Qualifications:

  • Experience with legislative environmental communications preferred.

Security Clearance:

  • Must be eligible to obtain and maintain a Low Risk / Public Trust clearance.

Travel Requirement:

  • Occasional travel to NOAA facilities in the Washington, DC Metro Area may be required.

The pay range listed represents a good-faith estimate, in accordance with pay transparency requirements, and may vary depending on the candidate's experience, education, and other job-related factors.
