Senior Technical Program Manager - HR Technology

About the Role

We are seeking a Senior Technical Program Manager to lead the technology delivery of a strategic Human Resources transformation initiative. This role will drive the execution of an enterprise workforce planning capability focused on enabling data-driven decisions, improving organizational agility, and creating scalable processes and technology solutions.

The ideal candidate is a strategic program leader who thrives in complex, matrixed environments and can bridge the gap between business stakeholders and technology teams. You will own program execution, governance, risk management, and cross-functional alignment while partnering with HR, technology, data, and external solution teams.

What You'll Do



  • Lead end-to-end technical program execution for a strategic workforce planning technology initiative
  • Develop and manage technical delivery plans, timelines, milestones, dependencies, and risks across multiple workstreams
  • Partner with HR, technology, data, and business teams to align solutions with organizational goals
  • Drive program governance, operating rhythms, status reporting, and executive communication
  • Coordinate cross-functional teams to ensure successful delivery of technology capabilities and system implementations
  • Manage technical dependencies, identify delivery risks, and proactively remove blockers
  • Support the implementation and adoption of new HR technology platforms, processes, and ways of working
  • Maintain program dashboards, KPIs, and success metrics to measure business outcomes
  • Facilitate Agile delivery practices including Scrum, Kanban, and iterative planning
  • Collaborate with internal teams and external technology partners to deliver scalable solutions


What You Bring



  • Bachelor's degree required; advanced degree preferred or equivalent combination of education and experience
  • 5+ years of experience leading technical programs, enterprise technology initiatives, or complex system implementations
  • Proven experience managing large-scale programs within highly matrixed organizations
  • Experience delivering HR technology, HRIS, workforce planning, talent management, or enterprise business applications programs
  • Strong understanding of Agile methodologies including Scrum, Kanban, SAFe, and hybrid delivery approaches
  • Experience partnering with both technical teams and business stakeholders to drive successful outcomes
  • Strong organizational skills with the ability to manage multiple priorities in an ambiguous, fast-paced environment
  • Excellent written and verbal communication skills with experience presenting to senior stakeholders
  • Proficiency with program management tools including JIRA, Confluence, Microsoft Project, Excel, and PowerPoint


Preferred Qualifications



  • Experience with HR technology platforms such as Workday, ServiceNow HR, SAP SuccessFactors, Oracle HCM, UKG, or similar systems
  • Experience supporting Strategic Workforce Planning, workforce analytics, talent intelligence, or skills-based workforce initiatives
  • Experience integrating workforce data including skills, organizational data, financial information, and workforce metrics
  • Experience supporting AI-enabled business solutions, automation, or data-driven transformation initiatives
  • PMP certification
  • Experience leading global or enterprise-wide technology transformations
  • Familiarity with HR processes including Talent Management, Organizational Development, Talent Acquisition, or Learning & Development
