Purpose: The Performance Management and Improvement Specialist will primarily support and provide for performance management, quality improvement, workforce development and accreditation readiness activities as they relate to improving state health department and system-wide public health processes, programs, services, and outcomes.

Duties and Responsibilities:

• Provide overall project/grant support and coordination by identifying project needs, developing work plans and timelines, and writing progress and final project reports.
• Support the workforce development core team and implementation of the PHA workforce development plan.
• Identify training opportunities for staff in alignment with the workforce development plan and needs assessment.
• Support, participate in, and/or lead state-level quality improvement projects to increase efficiency and effectiveness. Provide technical assistance as needed.
• Establish a performance management system and monitor and identify for gaps.
• Establish a performance management and quality improvement council for PHA and facilitate meetings.
• Build a culture of performance management and quality improvement within PHA.
• Monitor and report on state program conformance with organizational performance measures and scorecards. Provide technical assistance in the development of performance measures, as needed.
• Serve on and provide staff support to a multidisciplinary accreditation team.
• Establish, organize, and monitor an internal electronic filing system as a repository for performance management, quality improvement, and accreditation readiness documentation.
• Coordinate and support all aspects of preparing the state health department for meeting Public Health Accreditation Board (PHAB) Standards and Measures.
• Track state program progress in meeting national accreditation standards.
• Provide ongoing assistance and support to the OPIM Manager.
• Always represent the best interests of MDHHS and MPHI.
• Other duties as assigned.

Qualifications/Requirements:

Education: Possession of a bachelor's degree in any field. A master's degree in public health is preferred. Certification by the American Society for Quality (ASQ) or willingness to obtain certification is preferred.

Experience: A minimum of one to two years of related and progressively more responsible work experience in duties like those described above. Experience with performance management, quality improvement, and accreditation readiness, along with experience working with state-level public health programs is required. Experience with developing hardcopy, electronic, and web-based articles or newsletters for publication is preferred. Experience developing and facilitating administration wide training is preferred. Other combinations of experience and education will be considered on an individual basis.

• Knowledge of grant development, submission, and management practices.
• Knowledge and skills in quality improvement, performance management, and accreditation readiness, including the application of models, methods, and tools.
• Thorough knowledge and understanding of the Ten Essential Public Health Services.
• Working knowledge of the Public Health Accreditation Board (PHAB) accreditation program.
• Thorough knowledge of the public health system, governmental organization, and structure.
• Ability to collect, analyze, synthesize, evaluate, present, and display a variety of data for use in project and program development, monitoring, and reporting.
• Knowledge of the principles, methods, and practices of research and analysis.
• Knowledge of the economic, social, political, and business conditions of the state.
• Ability to organize and present information effectively to a variety of audiences.
• Ability to interpret laws, rules, and regulations relative to the work area.
• Knowledge of computers and ability to learn programs particular to the work area.
• Excellent oral and written communication skills and strong client/customer orientation.
• Required proficiency in Microsoft Office applications (particularly in Word, Excel, PowerPoint, Access, and Publisher) familiarity with email/internet browser software and working knowledge of a statistical software package (such as SPSS).

Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <50# and involves viewing a CRT or VDT screen 25% to 75% of the time. Standard office environment. May require valid vehicle operator's license where needed to perform duties of the position.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: The position supports a CDC grant, including all aspects of budgeting, reporting, contracting, and responding to requests from the funder. The effective implementation of these responsibilities contributes to the satisfactory completion of activities and projects, enhances the development of programs and services, and maintains the positive reputation of the MPHI and the MDHHS.
