Description

Leidos is seeking a Systems and Network Specialist to support the Defense Healthcare Management System Modernization (DHMSM) program. The program delivers enhanced healthcare capabilities to the DoW, wherever and whenever care is needed, while providing critical health information technology services to approximately 9.6 million active-duty service members, military families, retirees, and other beneficiaries.

The Systems and Network Specialist is instrumental in the design of the secure, scalable, hybrid networking infrastructure required to support the migration of MHS Genesis to Oracle Cloud Infrastructure (OCI). This role is responsible for analyzing on-prem networking configurations, creating comprehensive networking diagrams, and ensuring that Ports, Protocols, and Services Management (PPSM) requirements are met which align with Zero Trust requirements. The Network Specialist works closely with internal and external teams, including government representatives, to ensure that services transition from on-prem to OCI successfully.

Primary Responsibilities

  • Translate existing on-prem router, switch, and firewall configurations into optimized cloud-native equivalents.

  • Partner closely with internal engineering teams and government stakeholders to author PPSM documentation.

  • Direct compilation of records and reports concerning network operations and maintenance.

  • Create enterprise scoped network-level design documentation for technical and non-technical audiences.

  • Troubleshoots on-prem and cloud network performance issues.

  • Analyze network traffic and provide capacity planning solutions.

  • Monitor and respond to complex technical control facility and software problems.

  • Interface with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance.

  • Perform system-level design and configuration of products including determination of hardware, OS, and other platform specifications.

  • Leverage hands on experience with Windows and Linux connection troubleshooting techniques and tools.

  • Provide quality assurance review and the evaluation of new and existing software products.

Basic Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or a related field with a minimum of eight years in network operations, support, and design.

  • US Citizen with an active ADP IT-II Public Trust Clearance based on the minimum of a Tier 3 investigation. Contract requirement.

  • Deep knowledge of TCP/IP and OSI model, including packet-level traffic analysis.

  • Proven experience designing and implementing multi-layer network segmentation from perimeter measures (firewall) to physical/virtual networking components.

  • Hands on-experience configuring core routing protocols such as Border Gateway Protocol (BGP) and Open Shortest Path First (OSPF), secure tunneling (IPSec VPN), and Layer 4 (TCP/UDP) & Layer 7 (HTTP/HTTPS) load balancing, with a strong understanding of hub-and-spoke architecture.

  • Working knowledge of Windows and Linux operating systems.

  • Experience understanding and managing customer expectations.

  • Experience coordinating with multiple technical and operational teams to achieve the necessary program, project or activity plans, and schedules while maintaining within budget guidelines.

  • Experience in assigning tasks to contractor personnel in multiple time zones, supervising on-going technical efforts, and managing contract performance on new task orders and projects identified by the customer.

  • In-depth knowledge and practical experience implementing, administering, performing testing, and analyzing network systems

Preferred Qualifications

  • Experience with large-scale enterprise system of systems integration and deployment.

  • Experience with Cerner EHR implementation and related clinical environments.

  • Familiarity with DOD Configuration Management and Systems Engineering methodologies.

  • Experience managing HL7 minimal lower layer protocol (MLLP) configurations and transmissions.
