SALARY

$187,819.69

POSITION SUMMARY

Plans, directs, and oversees the activities and operations within the Infrastructure department related to the management of capital funds and contracts. Develops and implements plans for asset replacement and long-term state of good repair Infrastructure projects. Coordinates with various departments within the Authority and outside agencies and consultants to provide various reports to executive management and the Board on project and program progress and financial status.

Qualifications

PRIMARY RESPONSIBILITIES

* Coordinates and communicates with various departments internally and externally to develop coordinated five-year capital plans and ensure adherence to project plans.

o Works with the Finance department to determine budgetary and financial goals.

o Assists the Planning department in reviewing and providing revisions to Infrastructure projects financed by capital funds.

o Performs project management and serves as liaison with Front Office employees to produce various budget and status reports related to Infrastructure projects used in creating Executive Summaries and Program Financial Summaries for executive management.

o Liaisons with other Authority departments and external agencies in completing projects and reporting project data.

o Prepares reports for management which aids in financial control, and tracking of capital construction projects, and program metrics.

* Plans, directs, and reviews the work planned for various assigned staff.

o Assigns work activities, projects and programs.

o Reviews and evaluates work performed, methods, and procedures, and identifies resolutions to issues that arise.

o Manages capital funds of approximately $400 to $600 million annually at the direction of the Chief Infrastructure Officer and in coordination with Board approved five-year capital program.

o Manages the finances and administration of Infrastructure's Local, State and Federal capital programs, including large-scale multi-year construction projects.

o Oversees the Infrastructure Program Management (PM) contract valued at approximately $10 to 14 million annually. Coordinates and keeps status reports over approximately 40 consultants working with the Authority.

o Oversees the Infrastructure web-based project management system valued at approximately $5M.

o Oversees the environmental and/or historical reviews of capital projects through the FTA and SHPO processes.

o Assists Authority Project Managers with project updates through consultations, formal training, and written comments.

* Assists in the continuous improvement of the PSR by reviewing and reporting project updates, recommending format and organization changes, overseeing the web-based project management system application that will automatically produce reports, new workflows and the implementation of program metrics.

* Manages the cost of Authority staff resources to support capital projects. Reviews annual spending and identifies areas where cost-cutting strategies can be implemented.

* Develops grant applications and provides ongoing coordination with external funding agencies.

* Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.

* Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS

* Bachelor's degree in Business Administration, Management, or a related field, plus seven (7) years of experience related to capital program administration and grant development, of which three (3) years is in a supervisory or management position, or an equivalent combination of education related to this position.

PHYSICAL REQUIREMENTS

* Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

* Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

* Detailed knowledge of operations characteristics, services, and activities of a capital funded program, including grant agreement development and compliance, and capital project control analysis.

* Detailed knowledge of the principles and practices of financial systems management and business processes.

* Working knowledge of the principles and practices of program development and administration.

* Working knowledge of the methods and techniques of financial analysis.

* Working knowledge of the principles and practices in budget preparation and administration.

* Strong project management skills.

* Strong analytical and problem-solving skills.

* Strong verbal, written communication and presentation skills.

* Strong organizational and prioritization skills.

* Ability to analyze problems, identify solutions, and implement recommendations in support of goals.

WORKING CONDITIONS

* General office environment.

* Occasionally travels to other locations.

* This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Additional Details Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
