THE POSITION

As an Applications Developer Administrator with the Health and Human Services IT Delivery Center, you will help shape major systems that support programs across the Commonwealth. Your work will support mission critical tools that help keep important services running smoothly across several state agencies. This position gives you a strong platform to guide innovation and improve statewide technology operations.


DESCRIPTION OF WORK

This position oversees complex technical projects and leads staff who manage major applications that support employees in the Department of Human Services (DHS), Department of Health (DOH), Department of Drug and Alcohol Programs (DDAP), as well as Pennsylvania Department of Aging (PDA). Your work ensures essential systems remain reliable, secure, and effective. As an Applications Developer Administrator, you will perform the following duties:

  • Team Leadership: Guide and mentor technical staff in developing, testing, and supporting complex applications
  • Project Oversight: Manage planning, execution, and monitoring of multiple IT projects across agencies
  • System Management: Direct the design, configuration, and improvement of critical enterprise systems
  • Technical Evaluation: Assess design options and recommend technology solutions that align with business needs
  • Quality Assurance: Review work products, ensure compliance with standards, and coordinate testing activities
  • Stakeholder Support: Collaborate with agency partners to identify needs and enhance system performance

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours range from 7:30 AM to 5:00 PM (candidate may decide schedule), Monday - Friday, lunch period will be based on selected work schedule (30 or 60-minutes).
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office at minimum 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $89,996.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Senior Applications Developer (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Six years of information technology experience that includes four years of experience in applications development or applications maintenance; or
  • Four years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or
  • Two years of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
  • An equivalent combination of experience and training.
