Job Summary The Sr. Manager, Terminal Development is responsible for leading the planning, design, permitting, construction, and maintenance of TRANSFLO terminal and facility assets. This role partners with operations, sales, vendors, contractors, municipalities, and internal stakeholders to deliver capital and maintenance projects safely, on schedule, and within budget. The ideal candidate brings strong project management, engineering or construction experience, contractor/vendor oversight, regulatory knowledge, and the ability to manage complex facility initiatives with minimal supervision. Primary Activities and Responsibilities
- Manage and coordinate all planning, permitting, designing, estimating, procuring, and construction of TRANSFLO facility assets with internal and external contractors/resources (including, but not limited to: civil, mechanical, structural, electrical and architectural).
- Manage contractors, vendors and suppliers, and design-build teams. Interface with local municipalities regarding permitting, inspections, and utilities. Provide guidance for design and construction details and issues.
- Coordinate with internal and/or external legal counsel regarding contracts with engineering consultants and other contractors as necessary.
- Partner with Operations & Sales & Marketing Directors in preparing plans and specifications for new terminals, existing terminal expansion(s), and maintenance/improvement projects (i.e., building renovations, scale, steam boiler, air compressor installations, electrical and lighting improvements/enhancements, pavement improvement/replacements, track rehabilitation and construction, etc.).
- Support facility preventative maintenance programs, provide technical support & troubleshooting with terminals and management of facility and terminal assets.
- Provide terminal operators training on asset management procedures as outlined in the TRANSFLO operating standard and support facility vendors with training terminals on new equipment operation and maintenance procedures.
- Manage computer maintenance management system (FIIX). Provide user training and administration of facility maintenance schedules & compliance.
- Coordinate with Terminal Managers and Regional Operations personnel in the development of the terminal requirements and operational needs (capital and maintenance projects).
- Manage project expenses and budgets within approved amounts.
- Ensure timely implementation of projects within contracted schedules (internal and external).
- Promote TRANSFLOs' safety policy and ensure vendor, employee, and contractor compliance.
- Miscellaneous activities and responsibilities as assigned by manager.
Minimum Qualifications
- Bachelor's Degree/4-year Degree
- 3-5 or more years of supervisory experience in Engineering, Building, or Site Construction/Project Management
Preferred Qualifications
- 5-7 or more years of supervisory experience in Engineering, Building, or Site Construction/Project Management
- Professional Engineer (PE)
Knowledge and Skills
- Ability to apply engineering techniques to transloading facility planning, criteria development, design, surveying, estimating, permitting, forecasting, and construction
- Knowledge of Microstation and/or Auto CAD-aided Design, and File Transfer Protocol (FTP) sites and functionality
- Ability to communicate effectively with all levels of internal/external CSX points of contacts to gain acceptance of ideas, plans, and courses of action
- Ability to prioritize and work independently with minimal supervision
- Ability to adapt to changes in schedules, resources, and responsibilities
- Knowledge of contract document preparation and administration
- Ability to facilitate external outsourcing of professional resources
- Knowledge of environmental and regulatory issues regarding site development
- Negotiation and Organizational Skills
- Ability to solve problems and be detail oriented
