This is a hybrid position which requires 8 days per month in the office. You can be based in our Washington, DC office or Bonn, Germany office. Existing work authorization is required at the time of application submission, as WRI is unable to sponsor any visa work sponsorship for this position. To be eligible for this position in the US, you must be a resident of DC, Maryland, Virginia, or Germany at the start of employment. The NDC Partnership Support Unit is hiring a Monitoring and Evaluation (M&E) Analyst to support systems management, data collection and reporting for the NDC Partnership's M&E Framework. You will be exposed to every aspect of the NDC Partnership's work, requiring project management skills, curiosity and attention to detail. You will collaborate with staff across the Support Unit, including close engagement with the Management Team. You will also engage with members, both in data collection and in the promotion of learning. The M&E Analyst will report to the Director of Knowledge and Learning. What you will do: M&E data collection and consolidation
- Support the management of the NDC Partnership M&E system, including communication of reporting timelines, monitoring inputs from across the Support Unit, staff training, and process improvements to help ensure the integrity, completeness, and accuracy of all data input.
- Manage the issuance of the NDC Partnership's Annual Member Survey to provide a high response rate from members, working with relevant Support Unit staff.
- Manage the consolidation of the NDC Partnership Annual Member Survey results, including validation of responses, analysis, and input into reporting.
- Manage the collection of impact indicator data, and select outcome and output indicators, where relevant.
- Support the triangulation of select indicator data, drawing on sources like the Global Stocktake, biennial transparency reports (BTRs), facilitator reports and surveys, and event surveys.
- Help develop indicators for individual funders matching requirements to the NDC Partnership M&E Framework.
- Support data input and quality assurance for the Support Unit's knowledge management system (kNook).
- Provide ad-hoc support for data collection as requested by the Management Team.
Reporting
- Help develop biannual Progress Reports against the 2026-2030 M&E Framework, including reporting on M&E data and select drafting of sections.
- Update the NDC Partnership M&E dashboard biannually to reflect updated indicator data and support communication efforts around the dashboard.
- Help develop M&E Deep Dive templates to guide thematic or sectoral presentations of M&E results, and collaborate with Support Unit staff in the data collection and drafting.
- Support a mid-term review and final work program evaluation of the 2026-2030 Work Program through the drafting of TORs, procurement of an external evaluator, coordination of meetings, and review of deliverables.
- Prepare talking points and presentations related to the NDC Partnership's work.
Learning
- Support learning opportunities within the Support Unit and among members through presentation of progress reports, annual survey results, and M&E deep dive results.
What you will need:
- Advanced degree in economics, statistics, computer science, social sciences, etc.
- Minimum of 3 years of experience in data collection, analysis, and reporting
- Minimum of 3 years experience in M&E systems and processes
- Experience with bilateral and multilateral development partners
- Experience with data visualization tools (e.g. Power BI)
- Advanced understanding of database management (e.g. MS Excel or MS Access)
- Advanced understanding of survey software (e.g. Alchemer)
- Strong writing and communication skills
- Fluency in written and spoken English
Desirable skills include:
- Experience with survey development
- Understanding of the Paris Agreement, NDCs, and climate action
- Knowledge of OECD-DAC and IATI reporting
- Fluency in written and spoken French or Spanish
