Employees at this level are expert buyers who perform purchasing functions for a variety of specialized products and services, and who advise user departments on the purchase of such items. They have broad knowledge of commodity sources and market factors and economic trends related to procurement of goods and services. They have comprehensive knowledge of purchasing principles and analytical skills. They will supervise the centralized procurement of supplies and equipment for the hospital. They procure in accordance with the Illinois Procurement Code in order to obtain best quantities, prices & quality as needed for the hospital.

Duties & Responsibilities:
  • Serve as the subject matter expert in a specialized area of the healthcare procurement supply chain such as but not limited to Capital, Contracts, Spend Authorization, SCB/OR liaison, Recalls, Pricing Management, etc.
  • Preparing bid invitations, selecting qualified bidders, securing quotations, Sole Sources and making awards.
  • Issuing Purchase Orders through the applicable Procurement platform within our ERP system(s).
  • Acts as a liaison to our OR team and Hospital.
  • Ensures all Medical Supply recall notices are addressed in the proper manner
  • Prepares reports and correspondence (such as status of requisitions, bids, purchase orders, shipments, and complaints) related to his/her assigned products.
  • Following up on open order resolutions and invoice discrepancies.
  • Assists in on-the-job training and supervision of Purchasing Officers and clerical staff.
  • Creating annual standing orders for IBUY & Banner.
  • Coordinate Hospital wide purchasing projects which would include project management, delivery, technology review and procurement decision.
  • Provide specialized services, investigate and troubleshoot problems related to procurement.
  • Provides oral and written interpretation of policies and procedures, rules and regulations, revised statutes and internal guidelines to campus personnel and vendors.
  • Follows the Illinois Procurement Code, Hospital policies and procedures, in addition to the Materials Management Department, guidelines and non-academic policies & procedures are to be followed at all times.
  • Assigns and/or participates in other related duties as required, such as, examining expiration dates; reporting inoperable equipment; making visual inventory inspections to maintain adequate stock and supply levels or other projects/duties assigned.
  • Perform other related duties and participate in special projects as assigned.


Minimum Qualifications Required:

  1. Any one or any combination of the following, totaling four (4) years (48 months) from the categories below of which two (2) years (24 months) must be actual work experience:
    1. Work experience performing duties comparable to those performed at the Procurement Officer Specialist level of this series or in positions of comparable responsibility
      AND/OR
    2. Six (6) months college credit for course work in any field
      • 30 semester hours equals six (6) months
      • 60 semester hours or Associate's Degree equals one (1) year (12 months)
      • 90 semester hours equals two (2) years (24 months)
      • 120 semester hours or a Bachelor's Degree equals three (3) years (36 months)
      • Master Degree or higher equals four (4) years (48 months)


NOTE: Possession of a current Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) from The Universal Public Purchasing Certification Council (UPPCC), or a current Accredited Purchasing Practitioner (APP) certificate, Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) or equivalent certifications may satisfy a portion of the above requirements.

Preferred Qualifications:
  • 2 years of Operating Room and/or Hospital experience
  • Familiarity with Hospital and Operating Room supplies
