Primary Purpose of the Organization:
The Environmental Health and Safety ( EHS) department at Fayetteville State University ( FSU), we are dedicated to the continuous enhancement of our safety programs and practices. FSU has embarked on a comprehensive journey to elevate safety standards across our campus community. This commitment involves rigorous risk assessments, regular safety audits, and the implementation of comprehensive safety protocols to identify and mitigate potential hazards in all aspects of our operations.
Primary Purpose of the Position:
This essential position analyzes work environments at the University to design and implement programs to control, eliminate, and prevent disease, injury, and environmental impacts caused by chemical, physical, radiological, and biological agents, ergonomic factors, and other factors. Work will involve risk analysis, environmental program management, fire safety, industrial hygiene, emergency preparedness, and other related programs. Conduct environment, health, and safety assessments and develop safety programs, and conduct safety training for employees and groups of employees, and OSHA training such as bloodborne pathogens, ladder safety, machine guarding, confined space entry, and others applicable to university personnel. Advise university personnel on proper techniques to avoid contamination of employees or the environment while working. Conduct inspections and inform management of areas that may not be in compliance with local, state and federal regulations and employee policies, and assist with corrective action. Ensure safe operation of fire alarm systems; conduct fire and safety drills; conduct periodic building inspections; investigate workplace accidents and workers' compensation claims; oversee disposal of biological and hazardous materials and spill control; and manage the building coordinator program. Ensure unsafe working conditions are corrected and provide remedial training to employees to avoid a repeat of the workplace accident or injury. Author health and safety policies and procedures for the campus and participate in the development and/or revision of the university's Emergency Plan and Disaster Recovery Plan.
Minimum Education and Experience Requirements:
  • Graduation from a four year college or university with a Bachelor's degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or closely related discipline. All degrees must be received from appropriately accredited institutions, or an equivalent combination of training and experience.
Knowledge skills and abilities:
Professional and Program Knowledge:
Demonstrated ability to apply and interpret University, State, and Federal guidelines to ensure compliance across assigned Environmental Health and Safety program areas. Competence in assessing emerging issues, evaluating regulatory impacts, and recommending updates to institutional policies and procedures. Possesses solid working knowledge of EHS principles, practices, and equipment to evaluate whether appropriate methods and control measures are in place. Demonstrated understanding of OSHA, EPA, NCDEQ, and other applicable regulatory requirements and the ability to apply them to routine and moderately complex operational settings.

Program Monitoring and Administration:
Proven ability to independently conduct, document, and interpret moderately complex EHS inspections, investigations, and risk assessments. Skill in identifying deficiencies, determining appropriate corrective actions, and implementing or advising on resolution strategies. Able to assess incidents, make sound decisions regarding emergency response needs, and take appropriate initial actions until higher-level personnel arrive. Demonstrated ability to compile, interpret, and apply statistical or trend data to improve program performance. Ability to maintain and administer assigned EHS programs with consistency and accountability.

Training and Education:
Ability to design, develop, and deliver EHS training programs appropriate for diverse audiences, including faculty, staff, students, and contractors. Skilled in creating educational materials of moderate complexity that support compliance, reinforce safe work practices, and improve understanding of regulatory requirements. Capable of evaluating training effectiveness and adapting content to meet program needs.

Safety and Health Compliance:
Demonstrated skill in applying in-depth knowledge of local, State, and Federal regulations to evaluate compliance within assigned program areas. Ability to review project designs, operational activities, and work practices to ensure adherence to applicable safety and environmental standards. Competence in establishing procedures to support ongoing compliance, including performance tracking for permit holders and operational units. Ability to perform environmental sampling, testing, or monitoring using standard program equipment. Skilled in guiding others through self-audit processes, reviewing completed audits, and verifying accuracy. Ensures required certifications and permits are obtained, maintained, and documented appropriately. Stays current with industry practices through professional engagement and research.

Communication Skills:
Ability to interpret inspection results and communicate recommended corrective actions clearly and effectively to supervisors, managers, and senior leaders. Demonstrated ability to explain regulatory requirements, policies, and procedures in a manner that supports understanding and compliance. Skilled in responding to inquiries, providing technical guidance, and preparing written reports and documentation that meet professional and regulatory standards.
