Credence has an immediate opening for an experienced Security Manager - Modeling & Simulation who will be primarily responsible for supporting the Air Force Sustainment Center Software Directorate (AFSC/SW) at Wright Patterson AFB, OH.

The Air Force Sustainment Center Software Directorate (AFSC/SW) provides the Department of Defense (DoD) with a broad scope of innovative software development expertise and capability. Their highly trained and motivated workforce, process improvement culture, and engineering prowess enables AFSC/SW to leverage a strategic combination of resources to provide the DoD with crucial weapon systems software development, sustainment, and associated engineering services. AFSC/SW's perspective is critical to develop and execute a strategy focused on providing cost-effective, quality, and timely delivery of software products.

Responsibilities include, but are not limited to the duties listed below:

  • Program security management - working with Government and program prime and subcontractor personnel to create a secure environment through development of sound security practices and policies regarding acquisition, physical, personnel, and documentation security;
  • Updating security classification guides and preparing system security documents;
  • Preparing acquisition security related sections of acquisition program documentation;
  • Reviewing weapon system contractor deliverables;
  • Evaluating program information and hardware throughout the program life cycle;
  • Planning and implementing security-related surveys, assessments, and studies, and;
  • Evaluating program security information and hardware throughout the program life cycle (to include studies, analyses, plans, procedures, production, test plans/results, transportation, technology, and storage of end items).
  • Support the execution of all aspects of acquisition program security throughout a program's life cycle.
  • Apply knowledge and experience in acquisition program security management to develop and enforce sound security practices and policies regarding acquisition, physical, personnel, and documentation security.
  • Plan and implement security-related surveys, assessments, and studies as needed.
  • Develop and update security classification guides, system security management plans, Program Protection Plans (PPP), security risk analyses, OPSEC plans, security vulnerability and countermeasures analyses, security CONOPS, and other system security engineering-related documents identified in Military Standard (MIL-STD) 1785, DoDI 5000.2, Air Force Supplement 1, and DoDI 8510.01.
  • Support computer C&A.
  • Prepare acquisition security related sections of acquisition program documentation.
  • Review and evaluate weapon system contractor documentation and software / hardware deliverables and Government-prepared documentation for compliance with contract terms and applicable Government laws, regulations, instructions, and guidance-including but not limited to studies, analyses, plans, procedures, production, test plans/results, transportation, technology, and storage of end items.
  • Evaluate weapon system contractor classified data submittals for compliance with the appropriate security classification/declassification guides.
  • Maintain databases that reflect receipt, storage, inventory, and disposition of classified information to include data entry, updates, and generation of reports.
  • Perform inspection, inventory, logging, storage, documentation, transmittal, and internal distribution of classified information received.
  • Participate in audits of Government classified holdings to ensure proper accountability.
  • Maintain databases of classified visits and clearance levels.
  • Inspect and protect areas where classified information is being stored and designing and establishing security procedures and policies.
  • Develop and provide security awareness and other security education programs.
  • Review and verify qualifications for access to Special Access Programs (SAP).
  • Develop, implement and maintain a COMSEC program.
  • Provide security support to source selections.
  • Perform SAP and collateral security tasks required in direct support of the AFSC/SW modeling and simulation activities, including but not limited to industrial OPSEC, personnel and physical security programs as outlined in the DoD, JAFAN, Air Force, National Industrial Security Program Operating Manual (NISPOM) Supplement Overprint, internal OIs, and other applicable SAP guidance.
  • Support Government security personnel with implementation of a comprehensive modeling and simulation facility OPSEC program.
  • Support development and participation in the Government's in-house and web-based security training program.
  • Provide support in developing and conducting a complete SAP security education and training program.
  • Maintain SAP training documents and records in support of SAP/SCI modeling and simulation activities.
  • Review existing policies/procedures and advise the Government SAP Security Officer on a course of action required to achieve integration and consistency between information system security and facility security.
  • Manage the organization billet roster to include processing program access requests and ensuring access rosters are created and kept current.
  • Support the COMSEC officer in the areas of education, comprehensive records maintenance, and ordering material for SAP/SCI modeling and simulation activities.
  • Support obtaining and maintaining facility accreditation of a multi-level, multi-facility SAP/SCI modeling and simulation activity through development of standard operating procedures, fixed facility checklists, requests for approvals and documentation required for special access program and collateral security.
  • Ensure classified information is properly marked, controlled, and secured and the document control program is administered for modeling and simulation SAP and SCI activities.
  • Support event security planning and execution to include all aspects of physical, technical, and administrative security issues.
  • Develop co-utilization agreements with customers for events in the modeling and simulation facility.
  • Administer and execute a badge control program for a multi- level secure facility to ensure that personnel are issued required badges, badges are maintained/ inventoried per established policy, and users are trained on badge requirements.
  • Ensure that document reproduction, destruction, and transmission (mailing and faxing) procedures are implemented and shall assist personnel in accomplishing these tasks.
  • Support all modeling and simulation facility security inspections from external organizations and shall assist with internal self-inspection programs for all security disciplines.
  • Prepare facility security status reports.
  • Support maintaining/monitoring media control and shall obtain receipts for classified and non-classified information systems/media and system equipment entering/leaving the facility.
  • Update annual training records and foreign travel notifications, etc. for assigned personnel.
  • Prepare documents for Government security office signature/processing and shall notify program security leads on issues affecting their programs.
  • Under the direction of higher level security specialists, assist in preparing and disseminating security education and training material, gathering information in support of security inspections, maintaining media control, conducting indoctrinations and debriefings, and preparing program access request packages, receipting for all classified/ unclassified information systems media/data and system equipment entering and leaving the facility, system labeling and implementation of processing procedures.

Education, Requirements and Qualifications:

  • Clearance: TS/SCI
  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD or
  • Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD or
  • Fifteen years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD
