Job Title: Systems Analyst 3 Location(s): Austin, TX Job Summary A Texas state government agency is seeking two senior Systems Analyst 3 professionals to support a statewide PeopleSoft Financials (FSCM 9.2) ERP environment. The selected candidates will provide functional and technical support for the CAPPS Financials platform, with a primary focus on General Ledger (GL), Commitment Control (KK), Budgeting, and Cash Receipts. This is a senior-level role requiring extensive experience supporting large-scale statewide ERP implementations, production support, fiscal year-end activities, and cross-agency collaboration. Key Responsibilities
- Serve as the functional subject matter expert for PeopleSoft FSCM 9.2 General Ledger, Commitment Control, Budgeting, and Cash Receipts.
- Perform system configuration, maintenance, enhancements, and production support.
- Configure ChartFields, Ledgers, Journal Generator, Allocations, Combination Edit Rules, Accounting Entry Templates, Tree Manager, and Financial Reporting.
- Support Project Costing, Cash Receipts, Accounts Payable, Purchasing, Asset Management, and other Financial modules.
- Troubleshoot production issues and provide Tier 2 application support.
- Monitor batch jobs, job schedules, failures, dependencies, and performance.
- Participate in fiscal year-end planning, reconciliations, and system configuration.
- Create Functional Design Documents (FDDs) and coordinate User Acceptance Testing (UAT).
- Perform PeopleSoft configuration using delivered tools such as Event Mapping, Drop Zones, Page Composer, and Page & Field Configurator.
- Work with Application Designer, SQL, SQR, BI Publisher, and Integration Broker.
- Support PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Elasticsearch, and Change Migration.
- Coordinate with managed services vendors for Tier 3 support.
- Participate in Disaster Recovery testing and Major Incident Management (P1/P2).
- Ensure compliance with WCAG 2.1 accessibility standards.
- Prepare executive presentations, audit documentation, and training materials.
- Provide cross-training and mentoring for junior analysts.
- Support statewide agencies during ERP implementations and enhancements.

- 12+ years of PeopleSoft system configuration experience.
- 10+ years supporting State of Texas financial policies and processes.
- 10+ years working with:

- 7+ years supporting PeopleSoft FSCM 9.2 CAPPS Financials.

Ideal Candidate The ideal candidate is a senior PeopleSoft Financials functional consultant with deep expertise in CAPPS Financials, General Ledger, Commitment Control, and statewide Texas ERP implementations. They should possess strong functional configuration skills, production support experience, fiscal year-end expertise, PeopleSoft technical knowledge, and the ability to support multiple agencies while collaborating with business users, vendors, and executive leadership.
