Job Description

PURPOSE

The Registered Youth Apprenticeship (RYA) Consultant supports the development and expansion of Registered Youth Apprenticeship (RYA) and pre-apprenticeship programs within Missouri public schools. Working with education, business, workforce, and government partners, the consultant advances DESE's Show-Me Success Strategic Plan by increasing student access to high-quality career pathways while ensuring compliance with local, state, and federal requirements.

EXPECTED OUTCOMES

The RYA Consultant serves as a liaison among employers, educational institutions, workforce organizations, chambers of commerce, and the U.S. Department of Labor to develop, implement, and sustain registered apprenticeship programs. The position supports schools, career centers, and employers in expanding high-quality apprenticeship opportunities that address workforce needs and increase the number of active registered youth apprentices across Missouri.

SPECIALIZED SKILLS

The RYA Consultant will demonstrate the ability to:

  • Build partnerships, facilitate collaboration, and lead stakeholders toward shared goals.
  • Communicate effectively through presentations, training, public outreach, and digital platforms.
  • Manage multiple projects, timelines, meetings, and reports.
  • Coach educators, employers, and workforce partners in implementing apprenticeship programs.
  • Resolve challenges, facilitate discussions, and support continuous program improvement.
  • Develop and sustain workforce and education partnerships.
SPECIALIZED KNOWLEDGE/EXPERIENCE

The RYA Consultant should possess:

  • Knowledge of career and technical education (CTE), workforce development, and apprenticeship systems.
  • Experience with USDOL Registered Apprenticeship systems, including RAPIDS and Standards Builder, preferred.
  • Familiarity with WIOA, ESSA, MSIP 6, Perkins V, and related education and workforce initiatives.
  • Experience collaborating with employers, state agencies, postsecondary institutions, and community organizations.
  • Experience designing or supporting apprenticeship or career pathway programs preferred.
  • Industry experience or completion of a Registered Apprenticeship program preferred.
REPORTING REQUIREMENTS

The RYA Consultant will:

  • Submit monthly communication logs and required activity reports.
  • Maintain documentation, project calendars, and stakeholder communications.
  • Provide additional reports as requested by DESE.
PROGRAM RESPONSIBILITIES

The RYA Consultant will:

  • Expand apprenticeship and pre-apprenticeship opportunities across Missouri CTE programs.
  • Promote apprenticeship benefits to employers, students, and community partners.
  • Support data collection, program evaluation, and continuous improvement.
  • Assist LEAs in strengthening career pathways, credential attainment, and student readiness.
  • Deliver DESE-approved professional development and mentor new consultants as assigned.
  • Attend workforce development conferences and training.
TRAINING RESPONSIBILITIES

The RYA Consultant will:

  • Provide regional training to schools, career centers, and employers on establishing registered apprenticeship programs.
  • Offer technical assistance on registration, compliance, program development, and workforce alignment.
  • Train educators, counselors, and administrators on apprenticeship pathways.

All training content and materials must follow DESE-approved resources and receive prior approval for any modifications or additional topics.

COLLABORATION

The RYA Consultant will:

  • Collaborate with LEAs, employers, community colleges, workforce agencies, and state partners.
  • Support students with apprenticeship applications, career readiness, dual credit opportunities, and industry-recognized credentials.
  • Participate in training development and provide technical assistance to strengthen regional apprenticeship efforts.
MEETINGS & PROFESSIONAL ENGAGEMENT

The RYA Consultant will participate in DESE meetings, advisory councils, workforce and chamber events, state and national conferences, and professional development activities as assigned.

TRAVEL

Regular travel within the Heart of Missouri region is required, with occasional statewide travel for DESE meetings, training, and conferences.

100% Benefit Eligible

40 Hours Per Week Monday-Friday

8:00am-5:00pm

12 month appointment

Minimum Qualifications

A Bachelor's degree or an equivalent combination of education and experience and 3 years of experience from which comparable knowledge and skills can be acquired is necessary

Preferred Qualifications

Completion of an RYA or Registered Apprenticeship (RA) program preferred.

Familiarity with school improvement models, workforce education policies, and funding mechanisms, including the Workforce Innovation and Opportunity Act (WIOA), Every Student Succeeds Act (ESSA), Missouri School Improvement Plan (MSIP) 6, and Perkins V.

Understanding of education systems, career and technical education (CTE), and workforce development. Commitment to continuous professional development in RYA and pre-apprenticeship program implementation.

Anticipated Hiring Range

Salary Range: $53,976.00 - $57,000 annually, as per grant funding

Grade: GGS-10
