POSITION SUMMARY The Workforce Development & Partnerships Supervisor (Supervisor) provides oversight and coordination of workforce development initiatives, employment services, and employer partnerships. They are responsible for the strategic leadership and supervision of employment coaching and related services, workforce programming, and workforce partnership management. The Supervisor supports initiatives and efforts across all CLUES service locations and serves as a key resource for the success of program participants in achieving their goals to attain self-sufficiency through employment.

The Supervisor is responsible for establishing and maintaining activities to develop, locate, and secure job openings for clients in CLUES' Workforce and Career Development trainings. They conduct community outreach, employer and educational partnership development, and coordinate events as a way to provide and highlight employment-related resources.

Schedule: Full-Time. Generally, Monday - Friday Office hours. Occasional evening or weekend hours may be required.
Estimated Pay: $26.60 to $29.00 (depending on experience & qualifications).

ESSENTIAL DUTIES AND RESPONSIBILITIES Workforce Programming & Employment Activities
  • Coordinate and support workforce readiness activities including resume workshops, application assistance sessions, mock interview events, career fairs, hiring events, and employer presentations.
  • Support with the planning, organization, and facilitation of employment-focused classes and workshops.
  • Coordinate employer participation in hiring events, mock interviews, classroom presentations, and career exploration activities.
  • Maintain a calendar of employment activities, employer engagement opportunities, and workforce readiness events across all service locations.

Employer Partnerships & Business Engagement
  • Develop and maintain employer partnerships across industries and geographic regions.
  • Conduct employer outreach, relationship management, and recruitment activities.
  • Maintain employer contacts, partnership agreements, and Memorandums of Understanding (MOUs).
  • Develop sector-based partnerships aligned with labor market demand and participant career goals.
  • Coordinate employer advisory groups, networking opportunities, and employer engagement activities.
  • Conduct employer satisfaction surveys and collect employer feedback.
  • Develop internship, apprenticeship, job shadowing, and employment opportunities for adults and youth.

Workforce Development & Employment Services Leadership
  • Provide supervision to Employment Coaches, interns, and volunteers.
  • Provide leadership, coaching, training, and support to employment services staff.
  • Monitor participant engagement, employment service delivery, and employment outcomes.
  • Establish team goals and ensure alignment with department and grant objectives.

Employment Outcomes & Reporting
  • Monitor employment placements, retention, wage progression, and employer engagement outcomes. Support reporting requirements for grants, leadership, and funders.
  • Maintain employment-related documentation, employer partnership records, and workforce development reports.
  • Analyze employment outcomes and identify opportunities for program improvement.
  • Collaborate with leadership to support employment-related performance goals and workforce development initiatives.

Youth Employment & Career Exploration
  • Develop partnerships that create internships, career exploration opportunities, job shadowing experiences, and employment opportunities for youth participants.
  • Collaborate with Youth Empowerment staff to expand workforce development opportunities for youth.
  • Coordinate employer participation in youth career fairs, career panels, workplace learning experiences, and employment readiness activities.

Community Engagement & Outreach
  • Support participant recruitment and engagement for workforce development programs and employment activities.
  • Assist with participant outreach, follow-up, and re-engagement efforts when additional support is needed.
  • Represent CLUES at workforce development meetings, community events, employer forums, and industry engagement opportunities.
  • Collaborate with community organizations, educational institutions, workforce agencies, and employers to strengthen workforce development opportunities for participants.

General Duties
  • Partner with other leaders to effectively deliver integrated client services. Ensure that program staff collaborate proactively with other programs in CLUES to achieve service integration and provide comprehensive array of services to clients.
  • Promote the mission, operating values, and agency services of CLUES within the community.
  • Maintain client confidentiality in accordance with HIPAA, agency policies and other applicable laws, regulations, and ethical standards.

SUPERVISORY RELATIONSHIPS
  • This position is responsible for supervising program employees, interns, and volunteers.
QUALIFICATION REQUIREMENTS Education, Experience & Key Abilities
  • Bachelor's degree in business, human services, workforce/career training, or related area required.
  • 2+ years of experience in career readiness and/or workforce development programs.
  • 1+ years of experience in community outreach and engagement, recruitment, and partnership development.
  • Experience coordinating workforce development initiatives, career coaching, job skills training, and/or adult education programs.
  • Experience in job placement activities and events (career fairs, job shadowing placements, employer presentations, etc.)
  • Demonstrated experience specifically in employer and/or educational institutions recruitment, preferred.
  • Experience supervising and leading successful team(s), preferred.

Language Skills
  • Effective communication in English and Spanish, both verbally and in writing required.
  • Ability to read, analyze, and interpret written materials, maintain accurate documentation, and respond appropriately to questions and requests.

Computer Skills
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and other common software. (e.g., database, reporting, client management systems, etc.).
  • Must be willing to attend training to advance technical skills and maintain appropriate skill levels to perform job duties.

  • Must pass a criminal background check. As a condition of continued employment, staff person may be required to submit to periodic re-verification of these, and additional background checks.
