Job Title: Systems Analyst 3

Location(s): Austin, TX

Role Overview
Senior-level Systems Analyst supporting a statewide ERP environment built on PeopleSoft HCM 9.2. The role combines functional HR/Payroll expertise, PeopleSoft technical knowledge, security oversight, workflow management, project coordination, production support, regulatory compliance, and agency-facing support for a large statewide user community.

Key Responsibilities

  • Lead and support PeopleSoft Fluid UI upgrades, testing, deployment, training, and post-production support.
  • Provide functional expertise for HR/Payroll modules including Workforce Administration, Position Management, Security, and HR business processes.
  • Manage and support Approval Workflow Engine (AWE).
  • Perform system configuration, enhancements, troubleshooting, and production support.
  • Work with Application Designer, Integration Broker, SQR, SQL, BI Publisher, and related PeopleSoft technologies.
  • Support PeopleSoft security, row-level security, multi-tenancy, and compliance requirements.
  • Coordinate fiscal year-end, calendar year-end, ACA reporting, W-2 processing, and benefit integrations.
  • Provide Tier 2 support and coordinate with Tier 3 managed services vendors.
  • Participate in disaster recovery testing, audits, major incident management, and accessibility compliance efforts.
  • Create functional design documents, testing documentation, training materials, and executive presentations.
  • Support over 100 state agencies and approximately 80,000 employees.

Required Skills & Experience
Mandatory Requirements

  • 15+ years knowledge of Texas state policies.
  • 15+ years knowledge of federal labor laws.
  • 15+ years PeopleSoft technical experience:
    • Application Designer
    • Integration Broker
    • SQR
    • SQL
    • BI Publisher
    • SAP Business Objects
  • 12+ years system configuration experience.
  • 12+ years batch processing support (Run My Jobs/RMJ).
  • 12+ years security, NIST, and multi-tenancy experience.
  • 10+ years supporting 30+ Texas state agencies.
  • 10+ years PeopleSoft HCM 9.2 CAPPS HR/Payroll support.
  • 10+ years PeopleSoft PUM, Fluid, and Elasticsearch experience.
  • 10+ years project leadership and roadmap planning.
  • 10+ years fiscal year-end planning and coordination.
  • 10+ years Tier 2 support experience.
  • 10+ years Major Incident Management support.
  • 10+ years disaster recovery participation.
  • 10+ years executive presentation experience.
  • 10+ years audit and open records support.
  • 10+ years vendor and contract management experience.
  • 10+ years SQL support for CAPPS/SPRS synchronization.
  • 8+ years FMLA compliance configuration and coding.
  • 8+ years Approval Workflow Engine (AWE) expertise.
  • 8+ years WCAG 2.1 accessibility compliance experience.
  • 3+ years ITIL/ITSM/ITAM knowledge.

Preferred

  • 10+ years supporting legacy statewide financial systems production environments.

Ideal Candidate Profile

  • The client is effectively seeking a senior PeopleSoft HCM/CAPPS SME with:
  • Deep Texas state government experience.
  • Extensive PeopleSoft HR/Payroll functional expertise.
  • Strong PeopleSoft technical skills.
  • Security and compliance knowledge.
  • Large-scale ERP production support experience.
  • Fiscal year-end and ACA reporting experience.
  • Experience supporting multiple state agencies in a shared-services environment.

Candidate Difficulty Level
Very High. This position strongly favors candidates who have direct experience with the Texas statewide CAPPS HR/Payroll environment and long-term Texas public-sector ERP support experience. Candidates without CAPPS/PeopleSoft HCM state-government experience are unlikely to be competitive.
