Description

Leidos is seeking a Data Governance & Metadata Lead to support CDC public health data management, governance, documentation, and stewardship initiatives.

This position serves as the lead for data governance, metadata management, data standards, stewardship, and documentation activities across a diverse portfolio of public health surveillance, research, evaluation, and programmatic data systems. The successful candidate will work closely with data managers, analysts, epidemiologists, statisticians, developers, and program leadership to ensure data assets are well-defined, governed, documented, accessible, and reusable.

*This position requires U.S. Citizenship and is contingent upon award. **Candidates in the Atlanta, GA area preferred. Remote work permitted with periodic travel to CDC facilities and customer meetings as required.

Primary Responsibilities

Data Governance

  • Develop, implement, and maintain data governance policies, standards, procedures, and best practices.

  • Establish and maintain data stewardship processes across multiple data domains.

  • Support governance activities related to data access, sharing, release, retention, and lifecycle management.

  • Collaborate with data stewards, business owners, and technical teams to establish authoritative data definitions and standards.

  • Support implementation of CDC data governance and data modernization initiatives.

Metadata and Documentation Management

  • Develop and maintain data dictionaries, codebooks, metadata documentation, business glossaries, and data inventories.

  • Maintain data lineage and data flow documentation.

  • Ensure data assets are properly documented, discoverable, understandable, and reusable.

  • Develop and maintain data management plans, governance artifacts, SOPs, and supporting documentation.

  • Support data cataloging and metadata management activities.

Governance Coordination

  • Participate in governance reviews, working groups, and stakeholder meetings.

  • Develop governance recommendations and process improvement strategies.

  • Track governance-related action items, risks, issues, and resolutions.

  • Support compliance with CDC policies, data governance requirements, and approved data management procedures.

Stakeholder Collaboration

  • Work closely with CDC program staff, technical leads, data stewards, and external stakeholders.

  • Develop training materials, guidance documents, and governance best practices.

  • Support knowledge sharing and adoption of governance processes across the program.

Basic Qualifications

  • Bachelor's degree in Public Health, Epidemiology, Data Science, Computer Science, Health Informatics, Information Management, Information Systems, or related discipline.

  • 8+ years of experience supporting data governance, metadata management, data stewardship, data management, public health informatics, or related disciplines.

  • Experience developing and implementing governance processes, standards, and documentation practices.

  • Experience developing and maintaining data dictionaries, codebooks, metadata documentation, and data inventories.

  • Experience supporting large and complex public health, healthcare, research, surveillance, scientific, or operational datasets.

  • Working knowledge of SQL and data management concepts.

  • Strong understanding of data governance, stewardship, metadata, and data lifecycle management principles.

  • Strong analytical, problem-solving, written, and verbal communication skills.

  • Ability to work effectively across multidisciplinary technical and program teams.

Preferred Qualifications

  • Experience supporting CDC, HHS, or other Federal public health agencies.

  • Experience supporting public health surveillance, research, evaluation, program monitoring, or scientific data management activities.

  • Experience supporting data governance, metadata management, data stewardship, or data modernization initiatives.

  • Familiarity with public health data standards, interoperability, and enterprise data management practices.
