Job Summary

A Senior Computer Security System Specialist will play a critical role in administering the Coalition Electronic Key Management System (CEKMS) and the USINDOPACOM Regional COMSEC Account. Responsibilities include receiving, storing, and transferring COMSEC equipment and materials, training Ministry of Defense (MINDEF) personnel, conducting inventories, and ensuring compliance with regulations and policies.

Roles and Responsibilities

A qualified candidate will perform the following duties and responsibilities, but are not limited to:



  • Receive, store, and transfer COMSEC inventories.
  • Train MINDEF personnel in the proper custodianship and operation of COMSEC equipment.
  • Conduct periodic inventories and inspections of COMSEC equipment and materials.
  • Manage transaction files in accordance with NSA CSS Policy Manual 3.16.
  • Document quarterly inventories and inspections.
  • Perform routine destruction of COMSEC material when required.
  • Conduct semiannual inventories and reconcile with the Central Office of Record (COR).
  • Update COMSEC publications with amendments.
  • Provide reporting and documentation on COMSEC-related issues.
  • Develop and maintain distribution plans.
  • Provide on-site training to coalition personnel on COMSEC equipment.
  • Provide keying material during emergencies.
  • Develop Standard Operating Procedures (SOPs) in coordination with the USINDOPACOM Theater COMSEC Manager.


Knowledge and Skills



  • Must have a strong background in C4I System and Networks and shall be experienced in theory of all aspects of COMSEC equipment and System to include Secure Communications Internet Protocol (SCIP devices, Secure Analog and Data Service devices, SECTERA Wireline Terminal (SWT), Secure Telephone Equipment (STE) and SECTERA VIPER Phone.
  • Shall be able to clearly articulate COMSEC concerns, including recommended Courses of Actions both verbally and writing to U.S. and Host Nations senior leadership.
  • Required to complete KMI operations training provided by NSA/DoD Service sponsored agency.
  • Must register and arrange to attend the COMSEC Managers Course training within three months of starting.


Education



  • High School Diploma.
  • At least 2+ years of experience as a COMSEC Manager. Must have direct hands-on experience with the requirements detailed within NSA CSS Policy Manual 3.16 and KMI 5110 Version 1 Dated May 2017.
  • IAW DoD 8570.01-M, must meet IAM I minimum qualifications.
  • IAM-I Certification.
