Job Summary
The Managed Care Utilization Management/Case Management Department includes the combined responsibilities of Utilization Management and Case Management, interacting as well with Managed Care Operations team in Member Services and Claims. The department interacts daily with all levels of staff in the ambulatory clinics, both hospital-based and primary care network sites, the Patient Relations and Physician Referral Center staff, multiple community providers and care partners with UC Davis Medical Group and most importantly, members enrolled in the Managed Care HMO Health Plans. The Utilization Management (UM) unit of the department insures services/care rendered to UCDMG capitated members are medically necessary/appropriate and in conformance clinically with the benefits of the member's Health Plan. The incumbent of this position serves as a Manage Care Specialist, directly performing first-line utilization management review of outpatient services care authorizations, preparing authorizations cases for RN clinical review and performing non-clinical case/care management functions as directed by RN case managers. The incumbent's work is performed as outlined in the department policies and procedures, often independently within narrow guidelines and with decision-making autonomy based on those guidelines. The incumbent will receive direction from the analyst supervisor and the department manager concerning the overall goals and objectives of the department. Apply By Date: June 20, 2026 at 11:59pm. - High school diploma / GED equivalent or equivalent experience / training
- Experience with a phone management system
- Experience with Authorization Coordination/Analysis
- Experience with managed care systems, procedures and regulations.
- Experience with, but not limited to, window-based computer applications such as spreadsheets, database management and email systems and use of mainframe and online information system applications such as: Tapestry, InterQual, Access, Excel, Word, Adobe, etc.
- Data Management/Report Preparation experience.
- Knowledge of managed care systems, procedures and regulations.
- Independent judgement to incorporate established policies and procedures, to improve workload, prioritize assignments and streamline departmental processes.
- Knowledge and understanding of practice patterns, procedures, medical terminology, diagnostic testing and services provided in an ambulatory or institutional setting.
- Knowledge of the referral criteria, service location specifics and complexity of appropriate patient referral direction.
- Demonstrate strong analytical skills to review all available information, draw conclusions, develop and evaluate alternatives and develop solutions.
- Excellent communication and interpersonal skills to communicate clearly and effectively, both verbally and in writing with a wide range of individuals, clinics and affiliated outside providers.
- Excellent communication and interpersonal skills to interact professionally and compassionately with patients and families while still accomplishing tasks in an efficient manner.
- Ability and willingness to establish a good rapport and professional working relationship with all departmental personnel.

- Demonstrates proficiency and excellence in specific area of conflict management and patient complaint management.
- Knowledge and ability to adhere strictly to HIPAA and privacy guidelines.
- Ability to be flexible and responsive to a rapidly changing workflow.
- Comprehensive knowledge of regulatory agency requirements - Medicare/CMS, NCQA and DMHC.
- Knowledge of health plans' regulations, policies and contractual carve-outs, such as psychiatry, chiropractic, acupuncture and pharmacy.
- Proficient in windows-based computer applications, including knowledge of spreadsheets, database management and email systems. Ability to use mainframe and on-line information system applications, i.e., Tapestry, EMR, Referral Management System, Intranet, ECIN, lnterQual, Access, Excel, Word.
- Ability to gather and analyze data, prepare accurate and concise reports and summaries in a comprehensive organized manner.
- Knowledge of medical resources in the community and UCDH.
- Ability to coordinate those resources to appropriately direct the general medical services for Managed Care patients.
- Knowledge and understanding of institutional goals and principles.
- Ability to learn the dynamics of the organization and must be resourceful and diplomatic when interacting with patients.
- Ability to advocate for the Health System mission and outreach within the community and the University.
- Knowledge of the Hospital organizational structure and its impact and relation to the Managed Care Department and departmental goals.
- Interpret and represent institutional philosophy, policies, procedure and services provided to the public.
- Disseminate information regarding programs and services to referring physicians, community groups, members and agencies.
Preferred Qualifications
- ACD phone management experience preferred.
- HMO benefit/Medical group authorization experience is preferred.
