Job Purpose

This is a critical leadership role responsible for shaping and delivering National Grid's strategy and portfolio as a Program Administrator for Massachusetts' Mass Save programs, a nation-leading portfolio delivering energy efficiency and electrification solutions across residential, commercial, and industrial customers. The Director will lead a high-performing team driving stakeholder engagement, program strategy and design, regulatory affairs, portfolio performance, and innovation.

Success in this role requires navigating a highly visible and evolving policy environment to deliver outcomes that balance affordability, decarbonization, equity, and customer experience.

Key Accountabilities

Lead strategy and portfolio direction

  • Act as a thought leader on energy efficiency and building electrification, embracing innovation and questioning conventional wisdom
  • Lead development of Mass Save three-year plans, including shaping statewide priorities and National Grid's strategic position
  • Establish clear priorities across energy efficiency, electrification, demand flexibility, and emerging customer solutions
  • Lead through evolving market, policy, and stakeholder dynamics to ensure programs deliver maximum value to customers

Drive stakeholder and policy engagement

  • Serve as a senior representative of National Grid with key external stakeholders including utility regulators, state policymakers, peer utilities, local cities and towns, and civil society groups
  • Build and execute stakeholder engagement strategies to strengthen support for Mass Save programs
  • Navigate complex and sometimes competing stakeholder perspectives to achieve program and regulatory outcomes

Own regulatory strategy and execution

  • Lead development of regulatory filings, testimony, and supporting analysis
  • Partner with Regulatory, Government Affairs, and Legal teams to advance company priorities
  • Ensure compliance with regulatory requirements and expectations while positioning programs for long-term success in a dynamic policy environment

Oversee program design and performance

  • Lead design and continuous improvement of Mass Save programs and offerings
  • Ensure programs deliver measurable results in energy savings, emissions reductions, equity, cost efficiency, and customer experience at or under budget
  • Oversee reporting, analytics, and external performance management to drive data-informed decision-making

Advance innovation and new solutions

  • Identify and develop new products, services, and delivery models to meet evolving customer needs and policy goals
  • Incorporate digital, data, and emerging capabilities (including advanced analytics and AI-enabled insights) into program strategy
  • Drive cross-functional collaboration to pilot and scale new offerings

Cross-functional collaboration and influence

  • Partner with program delivery and sales teams to ensure program strategy translates into effective, scalable customer offering and that programs achieve target outcomes
  • Build cross-functional working relationships and drive collaboration with relevant teams across National Grid (e.g., Legal, Regulatory, Corporate Affairs, Customer Experience, Energy Transition Solutions)

Lead and develop a high-performing team

  • Build and lead a diverse, multidisciplinary team across strategy, policy, analytics, and product development
  • Foster a culture of accountability, collaboration, and continuous improvement
  • Develop organizational capabilities to support future program and regulatory needs, including enhancing product management capabilities and building a culture that understands and responds to customer needs

Qualifications
  • Bachelor's degree in a related discipline required; advanced degree in a relevant field preferred
  • 3+ years of leadership experience in energy efficiency, clean energy, utility programs, or a related field preferred
  • Deep understanding of regulatory environments, with experience preferred in relevant stakeholder engagement and policy contexts
  • Demonstrated ability to lead large, complex portfolios and deliver results in a matrixed organization
  • Strong strategic mindset with the ability to translate external trends into actionable plans
  • Exceptional influencing and communication skills, including experience engaging senior executives and external stakeholders
  • Analytical orientation with experience using data to inform strategy and communicate customer value
  • Financial acumen with experience managing budgets and resource plans
  • Familiarity with Massachusetts energy policy and Mass Save program framework strongly preferred

$203,000 - $238,000 a year
