THE POSITION

The Pennsylvania Liquor Control Board (LCB) has an exciting opportunity for a LCB Licensing Technician 1 in the Bureau of Licensing, Licensing Evaluation Division. DESCRIPTION OF WORK

As an LCB Licensing Technician 1, you will focus on reviewing, evaluating, and approving license and permit renewal applications for the selective liquor licensing program. This role supports communities and businesses by ensuring accurate and timely processing. All work is conducted in accordance with the Liquor Code and its amendments, as well the LCB regulations, precedents, and policies that govern the manufacture, purchase, transportation, storage, delivery, sale, and consumption of liquor, alcohol, and malt or brewed beverages. With our team, you will perform the following duties:
- Process Applications: Examine applications, supporting documentation, and fees for different types of license and permit renewals to determine eligibility; re-examine corrected submissions; make appropriate determinations; and process cases to final conclusion
- Review Legal Documents: Analyze applicants' supporting documents and identify how each influences eligibility for licensure; this includes leases, court orders, sales agreements, and more
- Examine Records: Research relevant files and reports for complaints, citations, convictions, and other factors that affect the potential for eligibility
- Assist Applicants: Answer inquiries from applicants, licensees, attorneys, legislators, other agency staff, and the public via phone, email, and in person regarding license application, problem resolution, and providing the status on pending applications
- Write Correspondence: Summarize discrepancies and prepare formal correspondence to applicants; prepare resumes of complex cases for referral to management, administration, or higher level review

- Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch. Work hours may be negotiable.
- Telework: You may have the opportunity to work from home (telework) part-time, up to four days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Three years of clerical experience supporting a legal, licensing, or other regulatory program requiring the application of statutes, program policies, or industry regulations, and graduation from high school; or
- Any equivalent combination of experience and training.
Other Requirements:

- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
