Overview

TISTA is hiring a Program Manager to plan, lead, and deliver SCM programs, including a major ERP integration and implementation in a heavy brownfield medical supply chain environment. This program integrates and rationalizes legacy VA inventory and procurement capabilities (IFCAP, GIP, VistA logistics modules, Prosthetics inventory, AEMS and MERS, point of use systems) into a modern, integrated SCM and ERP platform aligned with VA modernization (EHRM, FMBT, VALIP).

This is a transformation role at its core. The Senior Program Manager owns program execution, builds and supervises the SCM execution team, and manages the contract and budget end to end.

Responsibilities

ERP Integration and Brownfield Transformation (Primary Focus)

  • Plan and lead a major ERP integration and implementation in a heavy brownfield environment, where multiple legacy systems must be retired, integrated, or run in parallel during transition.
  • Own integration strategy across VA's fragmented supply chain, including VHA Logistics (P&LO), Finance and Acquisition (Momentum), Prosthetics, HTM, Pharmacy, Sterile Processing, and Nutrition and Food Services, recognizing that acquisition is national while logistics is local and fragmented.
  • Sequence cutover, data migration, parallel operations, and decommissioning with minimal disruption to clinical and operational missions.
  • Drive integration readiness with VA enterprise platforms (VALIP, VAPO, VAEC) and adjacent modernization programs (EHRM and Oracle Health, FMBT, EAM/CMMS, ITAM).
  • Manage cross vendor handoffs, decision logs, accountable interface owners, and integrated release calendars to prevent silent drift that breaks fixed release windows.

Program Execution

  • Lead end to end program management for SCM, from intake and PI Planning through release, stabilization, sustainment, and continuous improvement.
  • Run SAFe based Agile delivery, coordinating RTEs, Product Owners, Scrum Masters, and Agile Coaches across concurrent product teams.
  • Manage scope, schedule, cost, risk, and quality with monthly Program Management Reviews to VA stakeholders.
  • Maintain ATO posture and continuous authorization in partnership with the security organization, ensuring POA&M closure, audit readiness, and zero overdue compliance.

Team Building, Leadership, and Supervision

  • Build, lead, and supervise the SCM execution team, including direct supervision of project managers, technical leads, functional leads, and delivery staff across geographically dispersed locations.
  • Stand up the team early through pre award staffing readiness and rapid SME onboarding.
  • Establish role clarity, performance expectations, career progression paths, and structured knowledge transfer to sustain a stable, mission aligned team.
  • Mentor and develop talent across the SCM team and the broader SCM Domain bench.

Contract and Budget Management

  • Own contract execution and financial performance for SCM under federal contract terms.
  • Manage program level burn rate, EAC and ETC, earned value, margin, and ceiling against contract terms; coordinate cost controls and change orders.
  • Manage CDRLs, deliverable acceptance, mods, REAs, and contract compliance; ensure work stays within scope, period of performance, and funding constraints.
  • Partner with TISTA Finance, Accounting, and Contracts on monthly financial reviews tied to delivery metrics.
  • Protect contract margin while meeting customer commitments.

Capture and Growth Support

  • Serve as the SCM domain voice as needed for SCM adjacent pursuits.
  • Contribute to win themes, solution shaping, and technical narratives in partnership with Capture and Proposal Managers, including participation in color reviews (Pink, Red, Gold).
  • Support transition planning and execution as new SCM contracts are won.

Qualifications

  • 10+ years of federal IT program and project management experience, including direct experience planning and leading a major ERP integration and implementation in a heavy brownfield application environment (medical supply chain strongly preferred).
  • Demonstrated experience building, leading, and supervising large delivery teams (50+ personnel) across multiple workstreams and dispersed sites.
  • Proven federal contract and budget management experience, including EVM, burn rate, CDRLs, mods, change orders, and contract compliance, on programs of $25M+ annual value.
  • Experience integrating modern ERP and SCM platforms (such as SAP, Oracle, Infor, Workday, Momentum, Nuvolo, GHX, ServiceNow) with legacy environments.
  • SAFe Agile at scale, including ART coordination and PI Planning.
  • Ability to obtain and maintain a VA Public Trust clearance.

Preferred

  • Direct VA program experience (SCM, VistA, IFCAP, GIP, EHRM, FMBT, VALIP, EAM/CMMS, Prosthetics, HTM).
  • Familiarity with VistA logistics modules, including IFCAP, GIP, AEMS and MERS, BCMA, and Prosthetics.
  • Federal acquisition credentials (DAWIA, FAC P/PM) or PMP and PgMP.
  • RMF, ATO, and POA&M lifecycle management experience.
  • Existing relationships within VA OI&T, VHA Supply Chain, or VA acquisition leadership.
