THE POSITION

Join the Pennsylvania Human Relations Commission (PHRC) as a Procurement Specialist 1 where you will support agency staff, review various bids, and ensure purchases adhere to state rules. DESCRIPTION OF WORK

This position supports the procurement of goods and services while ensuring compliance with state laws, policies, and procedures. You will collaborate with staff, manage purchasing documents, and assist in developing effective sourcing strategies. As a Procurement Specialist 1, you will perform the following duties:

  • Procurement Coordination: Manage purchasing activities, monitor vendor compliance, and recommend corrective actions when needed
  • Requirements Gathering: Work with agency teams to identify needs and develop sourcing strategies for goods and services
  • Policy Application: Apply procurement laws, regulations, and policies to ensure proper purchasing procedures
  • System Management: Use systems such as SAP, SRM, ESS, and JAGGAER to prepare, track, and manage procurement documents
  • Contract Oversight: Review bids, assist in negotiations, and monitor contract renewals and compliance
  • Operational Support: Provide guidance to staff, support small business initiatives, and resolve delivery or invoice issues

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience performing technical purchasing or contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
  • An equivalent combination of experience and training.
