JOB DESCRIPTION

The Senior Program Analyst is responsible for conducting structured analysis and solution feasibility evaluations in support of enterprise programs, initiatives, and non standard requests. This role partners with cross functional teams and subject matter experts (SMEs) to review and vet requests such as prospects, new groups, existing groups, and non standard Performance Guarantees to ensure alignment with enterprise systems, regulatory requirements, and operational capabilities. The Senior Program Analyst produces clear, well structured assessments and recommendations that support informed enterprise decision making by leadership, owning the accuracy, quality, and completeness of analysis while final decisions and delivery execution remain with appropriate stakeholders.

RESPONSIBILITIES

  • Evaluate program, initiative, and non standard requests to determine feasibility, scope, dependencies, risks, and operational, technical, and organizational impacts.
  • Facilitate intake and vetting activities, ensuring requirements, assumptions, and constraints are clearly understood, validated, and documented.
  • Partner with subject matter experts across business, legal, compliance, engineering, operations, product, and finance to validate regulatory requirements, policy considerations, and technical viability.
  • Conduct solution and system assessments to determine whether requests can be supported by existing platforms or require new development, integrations, configuration changes, or enhancements.
  • Lead gap and impact analyses to identify required system or process modifications, cross-team dependencies, and downstream effects on workflows, data flows, and operational outcomes.
  • Coordinate with cross-functional teams to outline scope, resource considerations, and departmental involvement for proposed initiatives.
  • Provide high-level effort, timeline, and rough cost estimates based on SME input, system knowledge, and preliminary technical scoping.
  • Produce clear, well-structured assessments and Solution Enablement recommendations, summarizing findings, risks, constraints, and whether initiatives are feasible as-is, feasible with enhancements, or not feasible under current constraints.
  • Analyze historical data, trends, and outcomes to inform prioritization and continuous improvement.
  • Perform other related duties as assigned.


  • QUALIFICATIONS

    • 4+ years of professional experience with Bachelor's degree, or equivalent experience in lieu of a degree.
    • Progressive experience in business analysis, program analysis, feasibility assessment, or related discipline.
    • Strong analytical, critical thinking, and problem solving skills.
    • Ability to synthesize complex information and develop clear, data driven recommendations.
    • Ability to collaborate effectively with cross functional teams and stakeholders.
    • Proficiency with Microsoft Office and standard business applications.
    • Ability to manage multiple priorities and meet deadlines in a fast paced environment.
    • Experience working in a regulated or complex enterprise environment.
    • Experience supporting intake, feasibility, or pre implementation processes.
    • Familiarity with healthcare, insurance, or similarly regulated industries.
    • Exposure to change management, risk analysis, or operational improvement initiatives.
    • Advanced knowledge of dental benefits configuration, policy development, plan designs, and system capability
    • Detail-oriented with strong analytical and interpretation skills to understand policy and standardize enterprise language
    • Strategic, forward-thinking mindset focused on standardization and scalability
    • Ability to communicate effectively with cross-functional teams to understand process impacts and establish enterprise-wide benefit standards guidance
    • Strong organizational/time management skills and multi-tasking abilities
    • Aptitude to learn and develop proficiency with new concepts, legal requirements, processes and technology
    • Effectively able to adapt to change and provide thoughtful feedback
    • Ability to maintain confidentiality when exposed to sensitive information.
    • Ability to work independently on detail-oriented tasks and participate in team level discussions

    Base Pay Information

    The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
    Pay Grade 21. $81,265 - $176,073
