Johnson County is seeking a Principle HRIS Analyst-Team Lead. The Principal HRIS Analyst-Team Lead is the senior-most level role responsible for leading the design, implementation, and optimization of Human Resources Information Systems (HRIS). This position supervises HRIS professionals, provides strategic direction, and ensures the integrity and effectiveness of multiple HR systems and associated integrations. This position translates business and HR objectives into detailed technical requirements, oversees HRIS implementations and upgrade projects, ensures data integrity and system performance, and collaborates cross-functionally to streamline and automate HR processes. The role serves as a key liaison between HR and IT, driving innovation and operational excellence in HR technology. The first review of applications will begin on Tuesday, June 16th, 2026. Job Description
The following is a representative listing of roles & responsibilities. System Administration & Configuration
Serves as the primary system administrator for HRIS platforms - configures, maintains, and optimizes modules and integrations with other HR systems to meet business needs.
- Translates business objectives and user needs into clear and complete technical requirements, functional specifications, and configuration solutions.
- Oversee the design, build, testing, and deployment of HRIS enhancements completed by the team.
Team Leadership & Supervision
- Provides daily leadership, supervision, and direction to junior and/or mid-level HRIS analysts.
- Assigns, prioritizes, and oversees workload of the HRIS team to ensure timely completion of projects, requests, system maintenance, and support tickets.
- Conducts performance evaluations and contributes to hiring, onboarding, and workforce planning for the HRIS function.
Project Management & System Enhancements
- Leads large-scale HRIS projects and acts as project manager for upgrades, module launches, new integrations, vendor changes, and process redesign initiatives.
- Manages full lifecycle of changes: requirements gathering, solution design, testing (unit, integration, user acceptance), documentation, deployment, and post-implementation support.
- Ensures system updates, patches, and releases are properly tested, documented, and successfully deployed.
- Evaluates new HRIS features, industry trends, and upcoming releases; provide recommendations for adoption and assign research tasks to team members.
Data Integrity, Security & Governance
- Oversee data integrity across all HR systems-establishes team processes for auditing, validating, and correcting data.
Reporting, Dashboards & Analytics
- Designs, develops, and delivers standard and ad-hoc reports, dashboards, and workforce analytics to support HR decision-making, business planning, and strategic initiatives
- Analyzes HR data trends, identifies gaps or inefficiencies, and provides actionable recommendations to HR leadership and business partners.
- Oversees development of data models, complex queries, and reporting automation.
User Support, Training & Documentation
- Serves as the HRIS subject matter expert (SME) for HR, Payroll, IT, and business stakeholders.
- Provides advanced-level support for system issues, troubleshoots technical problems, and coordinates with vendors/third-party support as needed.
- Develops and delivers training, job-aids, user guides, and documentation to ensure effective use of HRIS features and promote standard practices.
Policy Compliance
- Support the implementation of new and existing HR policies and County initiatives, ensuring robust communication and consistent application across assigned DAOs.
Collaboration & Professional Development
- Provide mentorship and technical support to HR Business Partners.
- Collaborate with other HR staff, including COEs, to ensure integrated and consistent HR service delivery.
- Serve as a role model for other HR team members with regards to participation in team meetings, training sessions, and professional development opportunities.
- Represent the HR department in department-specific committees, work groups, or special projects, as assigned
Job Requirements
Minimum Requirements
- Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Business, CIS or relevant field
- 3+ years of Oracle EBS administration
- 5+ years of progressive experience in HRIS management, with at least 2 years in leadership or liaison role
Knowledge, Skills, and Abilities
- Excellent communication and interpersonal skills, with the ability to influence and collaborate across departments.
- Advanced knowledge of HRIS platforms, data structures, system integrations, and workflow automation.
- Expertise in system configuration, testing, troubleshooting, and ongoing HRIS optimization.
- Strong understanding of HR data governance, security, audit controls, and compliance requirements.
- Ability to analyze complex HR data, develop dashboards, and provide actionable insights for decision.
- Knowledge of HR functional areas (benefits, recruitment, payroll, performance, compensation) to align system functionality with business needs.
- Ability to document processes, create user guides, and deliver training for HRIS users at all levels.
- Exceptional organizational, analytical, and problem solving abilities, with skill in managing deadlines and competing priorities.
- Capacity to handle sensitive and confidential employee data with strict discretion and professionalism.
- Commitment to continuous learning in HR technology trends, data analytics, and emerging HRIS capabilities.
Supervisory Responsibility
- This position is a working supervisor, providing direct supervision to individual contributors, providing direct and continuous performance feedback.
