About the Position

Are you ready to lead and coordinate impactful capital improvement projects?

This role is responsible for monitoring and managing a multi-million-dollar Capital Improvement Program (CIP) and serves as the central point of coordination and communication for management on all project-related activities, budgets, schedules, and performance. You will be at the forefront of the CIP development, prioritization, implementation, planning, and major maintenance initiatives, helping drive projects from concept to completion. You will collaborate with municipalities, state and federal agencies, along with internal stakeholders, to deliver projects and long-term infrastructure solutions that make a lasting impact on the community.

We Require

  • Three years of capital project financial management, project or program management

  • Bachelor's degree in engineering, Business or Public Administration, or a related field

  • Job-related experience may substitute for required education on a year-for-year basis

We Also Value

  • Knowledge in civil engineering, finance, planning, and project management

  • Experience with public works projects

  • Experience with Intergovernmental Agreements

  • Experience in CIP financial management

  • Knowledge of budgeting and project tracking

  • Ability to communicate effectively, both written and verbal

Job Contributions

  • Develop, monitor, and manage the annual Capital Improvement Program (CIP) budget, project schedules, and financial forecasts to ensure projects remain on schedule and within budget

  • Facilitate CIP-related programs and partnership activities, including project prioritization, the Small Projects Assistance Program, and special assignments impacting the CIP portfolio

  • Review project schedules, budgets, and cash flow forecasts with project managers to identify delays, risks, funding needs, and corrective actions that improve project delivery and cost efficiency

  • Prepare, review, and coordinate financial reports, resolutions, intergovernmental agreements, and other documentation related to CIP projects, revenues, and expenditures

  • Maintain CIP data systems and support long-range financial planning through cash flow analysis, coordination with Finance and Procurement, and development of the five-year financial plan

Working Conditions

  • The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree.

  • Machines, Tools, Equipment, Software, and Hardware:ERP system for financial, budget, and procurement data, web-based databases, Heavy Excel use, some Word, and PowerPoint
