We Require

  • Five years of experience leading organizational change efforts for technology implementations and/or business process transformations, with a background in change management, communications, project management, or business analysis, preferably within a government or large enterprise setting
  • One year of supervisory or team leadership experience
  • Bachelor's Degree in Business Administration, Communications, Organizational Development, or a related field
  • An equivalent combination of postgraduate education and/or professional level-related experience may substitute for the minimum qualifications on a year-for-year basis

  • Certification in change management (e.g., Prosci, ACMP) is preferred
  • Proven experience as a communications specialist

Job Contributions

  • Lead comprehensive stakeholder analysis and engagement efforts by identifying key stakeholders, assessing impact levels, and developing targeted engagement strategies. Conduct detailed change impact assessments to evaluate how initiatives affect business processes, roles, and systems, ensuring mitigation strategies are clearly defined and executed to support successful adoption.
  • Supervise, coach, and develop Organizational Change Management staff by providing ongoing direction, performance feedback, and professional development opportunities. Ensure staff are effectively supporting initiatives, meeting expectations, and continuously building their skillsets in alignment with organizational needs.
  • Develop and execute comprehensive communication strategies that support change initiatives, including crafting clear, consistent messaging for various audiences. Create and deliver presentations, written communications, and supporting materials that align with organizational objectives and drive awareness, understanding, and engagement.
  • Build and maintain strong relationships with business leaders, project managers, IT teams, and other stakeholders. Serve as a trusted advisor by providing guidance on organizational readiness, identifying potential risks, and recommending mitigation strategies to support the successful implementation of change initiatives.
  • Develop and deliver departmental and executive-level communications, including strategic messaging for leadership, internal publications, and presentations to ETI and County leadership. Regularly communicate progress, outcomes, and planned activities related to change initiatives to ensure transparency and alignment.
  • Conduct training needs analysis and coordinate training efforts to ensure employees are prepared for upcoming changes. Support the development of training materials and facilitate adoption strategies, including identifying and addressing resistance to change through targeted interventions.
  • Collaborate with project managers and cross-functional teams to integrate Organizational Change Management strategies into project plans. Ensure change management activities are embedded into project lifecycles, tracked appropriately, and aligned with overall project goals and deliverables.
  • Establish and maintain a comprehensive Organizational Change Management Center of Practice by developing standards, tools, and best practices. Evaluate the effectiveness of change initiatives using feedback and performance data, and implement continuous improvement efforts to enhance outcomes.
  • Establish priorities, assign work, and manage team workloads to ensure alignment with organizational objectives and project timelines. Monitor progress and adjust resources as needed to support efficient and effective delivery of change management services.
  • Promote a collaborative and accountable team environment by reinforcing expectations, encouraging knowledge sharing, and supporting a culture focused on high performance and continuous improvement across the team.
  • Serve as a point of escalation for complex or sensitive change management issues, providing guidance and resolution strategies to ensure challenges are addressed effectively and do not impact project success.
  • Ensure consistency and governance across change management practices by aligning initiatives with organizational strategy and leadership priorities. Maintain oversight of methodologies, ensuring standardized approaches are applied across projects and programs.
  • Monitor and report on change adoption metrics, risks, and overall effectiveness of initiatives. Provide leadership with data-driven insights to support decision-making and continuous improvement of change management strategies.
  • Promote organizational change readiness and continuous learning by staying current with industry trends and best practices, including frameworks such as Prosci and ACMP. Apply this knowledge to enhance internal capabilities and improve overall effectiveness.

Working Conditions

  • This position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • This position requires the employee to be in the office/field or customer-facing for all hours worked

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree
