Brief Summary of Work for this Position
The Facilities Engineer and Capital Project Manager position is to assist the Asst. Director and Director of Architectural and Construction Services in the planning, design, management, and execution of capital projects.
Responsibilities include:

  • Designing and supervising of contracts between the University and Architectural or Engineering firms.
  • Supervising construction management activities.
  • Professional design and technical support to Physical Plant and Project Design and Management, and facilities planning support for the University.
  • Ensuring capital project inspection and quality assurance aspects are accomplished.
  • Ensuring project compliance with building codes and University standards.
  • Coordinating the budgeting, planning, and execution of all capital construction projects for UNCW.
  • Acting on behalf of the Asst. Director and/or Director on matters of capital projects.
  • Ensuring that University Capital projects are completed within specified time and budget constraints.
  • Advising the ACS Asst. Director and/or Director on technical advances and suggest training opportunities for the department.
  • Managing and updating the departmental design and construction guidelines, and coordinating contracts for all design and construction contracts prior to approval.


This position has been designated as mandatory personnel for the University and may be required to report to work during adverse weather conditions even though the University may be operating on an alternate schedule.
Minimum Education and Experience Requirements
Bachelor's degree in the engineering, architectural, or landscape architectural discipline related to the area of assignment or equivalent combination of training and experience. Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Preferred Education, Knowledge, Skills & Experience

  • Professional NC Licensure in engineering, architectural or landscape architecture.
  • Ability to exercise excellent judgment and decision-making that directly impacts life, health, safety and/or the environment.
  • Knowledge in master planning, programming, design, cost estimating and project management.
  • Ability to design, interpret and review plans and specifications of outside consultants to see that they meet the program requirements and are in compliance with all building codes and follow the University Design and Construction Guidelines.
  • Ability to conceptually conceive design solutions, estimate construction costs, schedule and coordinate projects and to technically direct others and review and evaluate their work
  • Excellent interpersonal skills and be able to communicate effectively both orally and in writing
  • Ability to establish and maintain effective working relationships, and act in a professional manner while coordinating the capital projects.

Required Certifications or Licensures
Valid N.C. Driver's license, or the ability to obtain within 30 days.
Primary Purpose of Organizational Unit
The Office of Facilities provides the complement of services necessary to maintain the facilities and systems of the university. We are charged to maintain the aesthetically pleasing Georgian appearance of the core campus and manage the support of all university property through our departments of Architecture and Construction Services, Project Management, Utilities and Engineering, Facilities Administration and the Physical Plant. The UNCW Vice Chancellor for Business Affairs, the Chancellor and the Board of Trustees, along with the laws and regulations of the University of North Carolina and State of North Carolina, govern the Office of Facilities.

Architectural and Constructions Services ( ACS) provides planning, design and construction management for new and renovation capital improvement projects for the University. Through assessment of existing facilities and direction from senior administrative officers, ACS manages the budgeting, scheduling, design and construction of these projects from inception to completion. ACS support the University mission by providing high quality facilities for students, faculty and staff. These services are available to all university entities to assist them in meeting goals and objectives, and to advance the University's Strategic Plan and Master Plan.
