Position Summary
Manhattan Strategy Group (MSG) is
working on a proposal and
seeking a Data Program Specialist for an upcoming opportunity to support a large-scale technical assistance and capacity-building initiative focused on out-of-school time (OST), expanded learning, youth development, and education programs.
The Data Program Specialist will provide technical assistance and operational support related to statewide or large-scale data collection, reporting systems, program management platforms, and data quality processes. This role will support education agencies, community-based organizations, and youth-serving programs in the effective use of data systems to strengthen program implementation, compliance, reporting accuracy, and continuous improvement efforts.
The Data Program Specialist will collaborate with project leadership, evaluators, software vendors, clients, and external stakeholders to support data-informed decision-making and effective implementation of reporting and accountability requirements associated with federally funded education and youth-serving programs.
Key Responsibilities
- Provide technical assistance and user support related to data collection, reporting systems, and program management platforms
- Support users in entering, validating, reviewing, and certifying program and participant-level data.
- Monitor data quality, completeness, reporting timelines, and compliance with project requirements.
- Coordinate with project leadership, evaluators, and technology vendors to support system implementation and continuous improvement efforts.
- Troubleshoot user issues related to software applications, reporting systems, and data submission processes.
- Develop and deliver trainings, webinars, user guides, FAQs, and other technical support resources.
- Assist with analysis and review of programmatic and operational data to support project management and reporting activities.
- Support preparation of quarterly and annual reports, including compilation of data summaries and performance metrics.
- Maintain documentation of technical assistance requests, resolutions, and recurring support needs.
- Participate in meetings, planning activities, stakeholder engagement efforts, and continuous improvement initiatives.
Required Qualifications
- Associate's degree or higher in information systems, education, data management, public administration, social sciences, or a related field.
- Experience working with large-scale software applications, databases, reporting systems, or program management platforms.
- Experience providing technical assistance, help desk support, training, or user support services.
- Strong written, verbal, and interpersonal communication skills.
- Strong organizational skills and attention to detail.
- Ability to manage multiple priorities and work collaboratively across teams and stakeholders.
- Ability to interpret and communicate technical information to non-technical audiences.
- Ability to travel periodically for meetings, trainings, conferences, and technical assistance activities.
Preferred Qualifications
- Bachelor's degree in information systems, education, data analytics, public administration, or a related field.
- Experience supporting statewide, districtwide, or enterprise-level data systems.
- Experience supporting grant management, program reporting, compliance, or continuous improvement activities.
- Experience conducting data validation, quality assurance, or reporting reviews.
- Knowledge of youth development, expanded learning, education, or community-based programming.
- Experience supporting professional development or user training initiatives.
- Familiarity with 21st Century Community Learning Centers (21st CCLC) programs or similar federally funded initiatives.
- Experience supporting users with data collection, reporting, or compliance requirements associated with federally funded grant programs.
- Experience translating technical processes and data requirements into user-friendly guidance and support materials.
