Job Overview
T-Mobile is looking for a strategic and driven Enterprise Sourcing Manager to lead end-to-end sourcing for capital expenditure (CapEx) projects across our Critical Facility Infrastructure portfolio - including data centers, network hubs, and switching facilities. You'll be a key partner to Real Estate, Network Engineering, Facilities, Finance, and Legal, crafting how we build and maintain the infrastructure that keeps T-Mobile at the forefront of the industry.
Job Responsibilities:
CapEx Sourcing Strategy
- Develop and implement national sourcing strategies across the full lifecycle: spend analysis, market intelligence, RFI/RFP/RFQ development, bid evaluation, negotiation, and award recommendation.
- Establish category strategies covering construction services, MEP systems, engineering design, and specialty trades aligned to T-Mobile's capital planning calendar.
Contract & Commercial Management
- Lead negotiations for design-build contracts including lump-sum, GMP, and progressive delivery structures.
- Partner with Legal to develop and continuously improve MSAs, SOWs, and project-specific amendments.
- Ensure contracts include appropriate SLAs, KPIs, liquidated damages, bonding, insurance, and quality milestones.
Supplier Relationship Management
- Build and manage a national panel of pre-qualified design-build contractors, A/E firms, and specialty infrastructure contractors.
- Lead quarterly business reviews (QBRs), develop supplier scorecards, and drive continuous improvement across cost, schedule, quality, safety, and sustainability.
- Identify and develop emerging and diverse suppliers to expand competitive options and support T-Mobile's supplier diversity commitments.
Cross-Functional Partnership
- Serve as the primary sourcing contact for Network Engineering, Facilities, Real Estate, Finance, and Project Management.
- Align sourcing timelines with CapEx budget cycles and provide market intelligence to inform make-vs.-buy decisions, project scoping, and value engineering.
- Present sourcing strategies, award recommendations, and performance insights to senior leadership.
Cost Optimization & Value Creation
- Deliver measurable cost savings and value creation against annual CapEx targets through benchmarking, should-cost modeling, demand management, and scope standardization.
- Apply Total Cost of Ownership (TCO) frameworks from design development through construction completion and commissioning.
Process Excellence & Compliance
- Ensure sourcing activities align with T-Mobile's procurement policies, delegation of authority matrix, and audit requirements.
- Champion continuous improvement in tools, processes, and practices - including integrating ESG and responsible sourcing criteria into supplier selection.
Education and Work Experience:
- Bachelor's Degree plus 3 years of related work experience OR advanced degree with 1 year of related work experience OR combination of education and experience deemed equivalent. Acceptable areas of study include Supply Chain Management, Business, or Engineering (Required)
- 4-7 years in enterprise sourcing, procurement, or category management - ideally supporting construction, infrastructure, facilities, or design-build projects (Preferred)
- Experience with CapEx project delivery, design-build models, or critical infrastructure environments (data centers, network/mission-critical facilities) (Preferred)
- Proven cross-functional collaboration with Finance, Legal, Real Estate, Facilities, Engineering, and Project Management teams (Preferred)
- Experience using AI and Large Language Model (LLM) tools such as ChatGPT, Copilot, or similar technologies to improve sourcing efficiency, market analysis, contract review, reporting, and operational decision making. (Preferred)
Knowledge, Skills and Abilities:
- Strategic sourcing: category strategy, RFP/RFI/RFQ management, supplier negotiation, contract administration (Required)
- Contract management: commercial structures, risk mitigation, SOWs, and service agreements (Required)
- Financial analysis: spend analysis, benchmarking, scenario modeling, TCO methodologies(Required)
- Strong communication and stakeholder management skills (Required)
- Proficiency in Microsoft Excel for sourcing analysis, reporting, and tracking (Required)
Licenses and Certifications:
- Certified Supply Chain Professional (CSCP) Certification from APICS that demonstrates knowledge and skills in supply chain management, including procurement and sourcing strategies. (Preferred)
- Certified Professional in Supply Management (CPSM) Certification from the Institute for Supply Management (ISM) that signifies expertise in supply management and procurement functions. (Preferred)
- Certified Purchasing Manager (CPM): Certification that indicates advanced knowledge in purchasing management, contract negotiation, and supplier analysis. (Preferred)
- Additional certifications in project management, construction procurement, or contract management are a plus
- At least 18 years of age

Base Pay Range: $88,100 - $158,800
Corporate Bonus Target: 15%

At T-Mobile, employees in regular, non-temporary roles are eligible for an annual bonus or periodic sales incentive or bonus, based on their role. Most Corporate employees are eligible for a year-end bonus based on company and/or individual performance and which is set at a percentage of the employee's eligible earnings in the prior year.
