Position Highlights

The University is looking for a Community Outreach Professional IV. This position serves as the program lead for the Expanded Food and Nutrition Education Program (EFNEP) within the Pinal, Graham, and Cochise County Cooperative Extension. The role is responsible for overseeing the overall administration and daily operations of this USDA funded program and fulfilling its mission to deliver effective nutrition education.

The incumbent works independently with guidance from the Director and is responsible for hiring, training, supervising, and supporting a team of Outreach Assistant nutrition educators. The position provides leadership to ensure high quality program delivery and effective staff performance.

In coordination with the Director and Business Manager, the position manages program budgets, supports grant financial oversight, maintains program databases, and ensures compliance with all grant requirements, including accurate and timely reporting.

The role establishes and maintains strong partnerships with community organizations, collaborates with other EFNEP personnel across counties, and coordinates with internal Cooperative Extension programs (such as Tucson Village Farm and The Garden Kitchen) to support joint programming and events.

Additionally, the position interfaces with University of Arizona departments to facilitate internship and volunteer opportunities for graduate and undergraduate students, expanding program capacity and supporting workforce development.

Duties & Responsibilities

Program
Leadership and Educational Delivery:

  • Provide
    strategic leadership for the planning, implementation, and evaluation of EFNEP
    nutrition education programming in Pinal, Graham, and Cochise Counties.
  • Establish
    program delivery standards, select and adapt evidence-based curricula to meet
    program objectives, and ensure alignment with federal and university
    guidelines.
  • Oversee staff
    training and instructional quality through observation, feedback, and coaching
    to support continuous improvement and achievement of program outcomes.

Partnerships
and Community Engagement:

  • Serve as the
    principal liaison for EFNEP with community partners, University stakeholders,
    and collaborating organizations.
  • Identify,
    develop, and sustain strategic partnerships that expand program reach and
    support long-term educational delivery.
  • Lead
    coordination efforts, facilitate communication across partners, and establish
    Memoranda of Understanding as appropriate to formalize collaborations and
    ensure shared program goals.

Program
Analysis, Stewardship, and Compliance Leadership:

  • Provide
    subject-matter leadership for EFNEP program reporting, data stewardship,
    evaluation interpretation, and fiscal monitoring to support evidence-based
    decision-making and regulatory compliance.
  • Analyze program
    performance data and evaluation findings to inform program design, delivery
    priorities, and continuous improvement initiatives in collaboration with
    Principal Investigators and the Director.
  • Exercise
    independent professional judgment to monitor budget activity, identify
    variances or risks, and recommend corrective actions consistent with funding
    and University requirements.
  • Serve as a
    technical and functional resource to staff regarding data quality, reporting
    standards, and compliance expectations.
  • Represent the
    program through leading and participating in statewide planning, coordination,
    and advisory forums.

Personnel
Supervision and Workforce Development:

  • Supervise and
    support EFNEP staff through recruitment, onboarding, scheduling, performance
    management, and professional development.
  • Establish
    expectations, assess performance, and provide guidance to ensure effective
    program delivery while fostering staff growth and accountability.
  • Promote a
    collaborative and inclusive work environment aligned with Cooperative Extension
    and University standards.

Outreach
Strategy and Information Dissemination:

  • Direct the
    development and coordination of nutrition and physical activity outreach and
    communication strategies across multiple platforms, including in-person
    programming, digital media, collaborative meetings, and web-based resources.
  • Guide content
    priorities and messaging to support program objectives, increase community
    awareness, and enhance stakeholder engagement.

Knowledge, Skills & Abilities:

  • Knowledge of research-based nutrition information.
  • Ability to
    manage program budget and follow U of A spending policies.
  • Ability to
    communicate effectively with diverse groups.
  • Skilled in
    conducting outreach events, and with recruiting program participants.
  • Proficient in
    Microsoft Office (Word, Outlook, Excel, PowerPoint, etc.).
  • Excellent
    verbal and written communication skills.

Minimum Qualifications
  • Bachelor's
    degree or equivalent advanced learning attained through professional level
    experience required.
  • Eight years of
    relevant work experience, or equivalent combination of education and work
    experience.
  • Must have a valid driver's license and ability to drive according to the University Fleet Safety Policy.
Preferred Qualifications

  • Experience leading or coordinating federally funded nutrition education programs, such as EFNEP or SNAPEd.
  • Supervisory experience overseeing community outreach or education staff, including hiring, training, and performance management.
  • Experience managing grant-funded budgets, data reporting, and compliance requirements.
  • Experience building and sustaining partnerships with community organizations and public agencies.
